Duration: Long term contract, 3 years + High possibility of extension

Oversees and manages the operational aspects of ongoing projects and serves as liaison between project management and planning, project team, and line management. Reviews status of projects and budgets, manages schedules, and prepares status reports. Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives. Develops mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, clients and other stakeholders.

Candidate should live within 100 miles of the Lab. Candidate should plan to be onsite 1-2 days/wk for the first month or so to onboard and then onsite 1-2 times/quarter for key meetings and milestones.
Interview process: First round zoom with manager; 2nd round Zoom panel interview w/ other stakeholders

The successful candidate will lead project activities to facilitate stakeholder feedback sessions, identify stakeholder requirements in the next phase of the Laboratory’s Digital Enterprise Transformation effort. This position will partner heavily with the IT function to optimize the Procurement business model through the selection, development and consolidation of data systems. Previous project and business analysis experience, good business acumen and demonstrated experience managing projects is required.

Responsibilities:

Collaborates with stakeholders and customers to understand existing pain points and enhancements required for the next system
Oversees and manages the project and serves as liaison between project team, and line management
Develops integrated project plan/schedule and identifies resource dependencies across the organization
Reviews status of project scope, schedule, resources, and budgets, and prepares status reports. Assesses project risks and issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives. Develops mechanisms for monitoring project progress and for intervention and problem solving with stakeholders.
Monitors and controls all changes to the overall project and facilitates regular governance process to ensure proper evaluation of impact
Facilitates the analysis of system capabilities and identifies gaps between business needs and existing processes and systems
Facilitates the documentation of business requirements from key stakeholders and support the translation into functional systems requirements
Conducts effective communications for pending changes (including policies and procedures), ensuring issues are driven to action, all parties are informed of the project status, key stakeholders are consulted, and commitments are understood
Facilitates the testing and validation of new systems, upgrades and patches; plan, execute and document results
Conducts related training as required and acts as change agent, coaching business leaders to drive organizational transformation, business process change, and adoption of solution

Requirements:

Bachelor’s degree in Business Management, Supply Chain, Industrial Engineering, Management Information Systems or related field
5 years’ experience managing similar initiatives with exposure to Procurement, Business Process Analysis and Design, and/or Supply Chain
Experience in change management leading large, complex, transformational programs
Solid understanding of SDLC models (agile and waterfall) and the knowledge and practices of how to blend for the right business fit
Proven track record of delivering projects and programs using a hybrid methodology (blended agile/waterfall methodology)
Excellent verbal and written communication skills at all levels for both internal and external personnel and suppliers
Able to use data to drive strategic decision conversations
Excellent presentation skills to leadership and capable of working with all levels of the organization
Able to translate/present complex data/concepts in a simple way to drive action
Critical thinking, problem solving and communication skills with attention to detail
Ability to work effectively in a cross-functional environment along with the ability to manage multiple responsibilities simultaneously
Hands on experience with project management tools including MS Project, Jira, etc.
Project Management Professional (PMP) certification or progress towards obtained PMP certification preferred
Agile certification a plus (SAFe, CSDM, CSPO, etc.)

PM will need to do an RFP for the implementation phase. Then, the project can move into implementation.
If someone has worked on procurement systems in the past is a plus
Having overseen a RFP process in the past is preferred.
