Responsibilities Classification Analysis (Human Resources Specialist 1) Conduct job analyses to understand duties, responsibilities, and organizational needs. Support classification studies and projects to ensure system‑wide consistency and accuracy. Research and gather classification information to support decision‑making. Make job audit decisions or recommendations (based on delegated authority). Advise hiring managers and staff on classification standards, job structure, and related HR policies. Recruitment (Human Resources Specialist 2) Partner with hiring managers to understand business needs and workforce priorities. Develop strategic recruitment plans tailored to each vacancy. Drive proactive talent pipeline development to meet current and future hiring needs. Manage day‑to‑day recruitment activities from posting to offer. Provide consistent updates and consultation throughout the hiring process. Additional Responsibilities Access labor relations information and participate in meetings regarding state labor negotiations. Assist in preparing written proposals for presentation at collective bargaining with other HR office members. Minimum Qualifications Human Resources Specialist 1: Two (2) years of HR experience supporting staffing functions within a large organization (1000+ employees), including job postings, resume review, job analysis, and talent acquisition. Human Resources Specialist 2: Three (Deals) years of professional HR experience in a large organization with at least two of the following: job analysis, compensation analysis, classification job audits, and full‑cycle recruiting. All applicants must also demonstrate: Research and analytical skills. Strong written communication (reports, research papers, memoranda). Relationship‑building skills to form strong partnerships with managers and be a trusted advisor. Critical thinking and strategic planning skills to analyze complex information, evaluate alternatives, and make sound decisions. Communication skills to explain sensitive, controversial decisions clearly and concisely. Preferred Qualifications Experience with a job evaluation system such as the Hay method. Experience interpreting employment laws, regulations, and policies related to classification, recruitment, and personnel management. Experience conducting public sector job analysis or classification. Experience working effectively with diverse backgrounds and cultures.
