Job DescriptionEnvironmental Compliance Specialist SeniorPurpose: Under minimal supervision and using advanced knowledge, review, inspect, analyze, and/or investigate development, construction, businesses, remediation plans, and pollution events to ensure compliance with environmental regulations. ResponsibilitiesEssential duties and functions include, but are not limited to:Coordinate, direct, and/or conduct investigations and surveys related to environmental issues and programs.Issue directives and perform enforcement actions for non-compliance with code and/or regulations.Develop sampling protocols and standard operating procedures.Respond to and direct spills and complaint actions.Provide technical information and assistance to internal and external customers.Develop and implement rules, code changes, and training programs.Implement permitting and registration programs.Review and interpret policies, codes, regulations, ordinances, plans, and proposals for compliance.Research, develop, present, and/or submit incident, inspection, and technical reports to appropriate agency/personnel.Participate in and/or lead city-wide initiatives, task forces, and committees.Resolve appeals of permit denials. LeadershipMay provide leadership, guidance, and technical support to others. Knowledge, Skills, and AbilitiesKnowledge of applicable processes, techniques, and methods.Knowledge of City practices, policies, and procedures.Knowledge of supervisory and managerial techniques and principles.Skill in handling conflict and uncertain situations.Skill in handling multiple tasks and prioritizing.Skill in using computers and related software applications.Skill in data analysis and problem solving.Ability to establish and maintain effective communication with City employees and the public.Ability to work with frequent interruptions and changes in priorities.Ability to train others. Minimum QualificationsGraduation with a Bachelor\'s degree from an accredited college or university in Environmental Science, Life Science, Natural Science, or related field, plus six (6) years of relevant experience.Master\'s degree may substitute for two (2) years of the required experience.One (1) additional year of experience may substitute for one (1) year of education, up to a maximum substitution of four (4) years. Licenses and CertificationsMay require a valid State of Texas Class C Driver License and the ability to meet driver eligibility standards.For Austin Water positions:Water Conservation: TCEQ licensed irrigation inspector or valid plumbing inspectors license or ability to obtain within six months of hire.On-Site Sewage Facility: TCEQ Designated Representative license and valid plumbing inspectors license or ability to obtain within six months of hire. Preferred ExperienceCustomer service and issue resolution experience.Experience with irrigation systems, AMANDA database, reviewing construction plans, conflict resolution, multi-tasking, and explaining technical data to varied audiences. Notes to CandidatePosition Overview: This role works in Austin Water\'s Water Conservation division, primarily field inspections of new inground irrigation systems to ensure code compliance. May assist with water waste enforcement patrols during droughts.Pay Range: $32.96 - $41.20 hourlyLocation: Waller Creek Center, 625 E. 10th St., Austin, TX 78701Days and Hours: Mon-Fri, 6:00 a.m. – 2:30 p.m. Some weekends/nights required.
