Job Summary The Human Resources Partner I works with senior partners to provide and deliver administrative and consulting services to employees and management on human resources related issues and organizational changes. Essential Functions Recommend, develop, and implement strategies to attract qualified applicants to fill City positions. Manage the recruitment process for assigned groups by ensuring the best qualified candidate is hired for each opening; follow and monitor recruitment metrics and deliver reports to leaders weekly. Provide first level customer service support in response to inquiries and escalates issues appropriately; demonstrate competent communication and customer service skills; assess and anticipate HR related needs. Assist and support senior level HR Partners in the resolution of complex employee relations issues; address employee grievances and assist in mediation methods. Work closely with management and employees to develop, implement, evaluate, and improve work relationships, build morale, and increase productivity and retention. Analyze and evaluate trends and metrics with the HR department; provide proactive insights for HR solutions and program designs. Work with senior level HR Partners to identify training needs for teams and individuals; collaborate with senior level HR Partners to provide daily coaching to leadership on a variety of actions; train on standards regarding employee relations issues, policy interpretation and application, talent management and development, and organizational design consultation. Ensure that human resources development activities are compliant with all applicable federal laws and regulations. Partner with HR Center of Expertise functions as needed to provide solutions for clients. Work with senior level HR Partners in conducting investigations and inquiries related to employee issues and complaints made through any other source. Perform any and all other work as needed or assigned. Knowledge and Skills Knowledge of Human Resources practices and procedures. Knowledge of City policies. Knowledge of customer service and collaboration. Knowledge of HR strategy and mission. Ability to accurately complete processes, forms, and workflows. Ability to balance employee needs with business objectives of the City. Ability to organize, multi-task and prioritize. Ability to identify problems and make recommendations to resolve. Ability to build relationships and provide HR resources to departments. Communicating effectively both verbally and in writing. Establishing and maintaining effective working relationships. Education Minimum Qualifications: Bachelor’s degree in Human Resources, Business/Public Administration, or Social Science field. Experience One (1) year of professional-level human resources experience with responsibility for employee relations, performance management, change management, and/or employee engagement. Equivalencies High school diploma or GED plus five (5) years of required experience. Associate degree in any field plus three (3) years of required experience. Bachelor’s degree (or higher) in a non-specified field plus three (3) years of required experience. Master’s degree (or higher) in a specified field meets the education and experience requirements. A Society for Human Resource Management (SHRM) certification or Human Resource Certification Institute (HRCI) will substitute for one (1) year of the required experience. License Valid driver’s license and good driving record. Salary Range $28.27 - $33.93 per hour (starting salary range; amount offered will depend upon qualifications).
