The Air District accomplishes this goal through regulation of industrial facilities and various outreach and incentive programs designed to encourage clean air choices. The Air District’s jurisdiction encompasses seven counties – Alameda, Contra Costa, Marin, San Francisco, San Mateo, Santa Clara and Napa – and portions of two others, southwestern Solano and southern Sonoma. About the Position The Engineering Division administers the permitting program for equipment and operations that emit air pollutants in the Air District’s jurisdiction and provides technical support to internal and external entities with permitting issues. Key programs and projects include: Verification of emissions inventories Database development & testing, including user interfaces Data management Emissions modeling General technical support of Air District programs Vacant Positions Backup Generator and Remediation Program Manage and process permit applications from a high‑volume category. Document evaluations, meet timelines, communicate with applicants, and recommend permit decisions. Handle permit renewal tasks, maintain documentation, recommend & implement program improvements, manage data & documentation, update templates including emission calculations, provide technical support, train staff, and perform other specialized work as assigned. Title V Program Process Title V application types such as initial permits, renewals, amendments, closures, and reclassifications. Manage assigned applications, document the basis of the permit, meet timelines, communicate with applicants and Air District staff, and track the approval process. Report to government agencies, manage data, track program metrics, analyze program data, update templates, train staff, contribute to system tools, participate with rule development for Air District’s Title V rule. This position is not eligible to be fully remote. Distinguishing Characteristics Air Quality Specialist I – Journey‑level class. Incumbents perform a full range of activities with moderate difficulty and may advance to the higher‑level class after gaining experience. Air Quality Specialist II – Advanced journey‑level class. Incumbents exercise independent judgment, initiative, decision‑making, and supervise other staff. Senior Air Quality Specialist provides lead direction and is responsible for more complex work. Representative Duties (by program area) Engineering – Develop, implement, and administer permitting, registration, and emissions banking programs; evaluate permit applications and data; maintain permit data; renew permits and registrations; improve permit systems; perform job duties for rule development projects. Minimum Qualifications Education: Equivalent to a bachelor’s degree with major coursework in chemistry, computer science, electronics, engineering, environmental science, mathematics, meteorology, physical sciences, physics, or a closely related field. Experience: Air Quality Specialist I – Two (2) years performing duties equivalent to the Air District’s Assistant Air Quality Specialist II, including air quality inspections, operating monitoring equipment, or administering air quality programs. Air Quality Specialist II – Four (4) years, of which at least two (2) years are equivalent to the Air District’s Air Quality Specialist I. Substitution: relevant training and work experience may substitute for education on a year‑for‑year basis.
