Reports to: Company President

Schedule: This position works regular business hours Monday through Friday and other shifts as necessary. Occasional night and weekend presence is required.

Position Objectives:
The Safety and Compliance Manager (SCM) is responsible for leading the research, development, and deployment of safety policies, programs, and initiatives to ensure that the railroad complies with all regulatory requirements and continuously improves its safety performance.   
The SCM supports the company's overall business plan and strategic direction by fostering a world-class Transportation/Operations team that understands, supports, and embodies the company strategy and core values.

Major Responsibilities:
- Create, maintain, and continuously improve the railroads safety performance by ensuring compliance with safety regulations and building commitment around the railroads safety mission of a safe work environment free of injuries and incidents.
- Ensure compliance with all Federal and State regulations required for railroad operations in all organization's functional areas.
- Support the development of operating plans and strategies to align with the railroads business strategies and core values.

Additional Responsibilities:
- Assist in creating and maintaining a safe work environment by understanding, enforcing, and training safety regulations for company employees.
- Provide overall leadership, guidance, and compliance with company policies and procedures.
- Ensure compliance with all FRA and state regulations governing railroad operations.
- Administer and manage the company’s drug and alcohol program, ensuring compliance with Department of Transportation Federal regulations.
- Ensure compliance with Federal Railroad Administration (FRA) regulations, including but not limited to:

  - FRA Compliance/Safety Programs
  - FRA Part 172 – Hazardous Materials
  - FRA Part 214 – Railroad Workplace Safety
  - FRA Part 217 – Railroad Operating Rules and Practices
  - FRA Part 218 – Railroad Operating Rules and Practices (Blue Flag Protection)
  - FRA Part 219 – Control of Alcohol and Drug Use
  - FRA Part 240 – Qualification and Certification of Locomotive Engineers
  - FRA Part 242 – Conductor Certification
  - FRA Part 243 – Training, Qualification, and Oversight for Safety-Related Railroad Employees
  - FRA Part 40 – Drug and Alcohol Regulations in the Workplace
  - FRA Reporting
  - Incidents
  - Injuries

- Annually review and recommend improvements to executive management for procedures and policies regarding safety culture, safe working practices, and regulatory compliance.
- Actively participate in developing and implementing software solutions that improve safety, train operations, and compliance with FRA regulations.
- Maintain, update, and review all safety-related programs to ensure alignment and compliance with FRA and OSHA.
- Complete incident and injury reports as required.
- Represent the company when working with customers, vendors, public entities, and officials requiring transportation interfaces.
- Prepare and administer the annual performance reviews for direct reports.
- Develop, organize, communicate, and ensure the execution and compliance of all company Rules, including Transportation, Maintenance of Way, Mechanical, Haz Mat, Safety Rules, General Notices, and General Orders.
- Administer engineer certifications and serve as backup for random drug and alcohol testing.
- Prepare the annual Safety Action Plan.
- Support the strategic goals of the department and company.
- Work within company policies as outlined in the company employee handbook and all guidelines and procedures set forth by management.
- Coordinate with MRO on employee matters

Expectations:
- This position requires 24/7 availability every third weekend to support railroad operations.
- Travel to and around the railroad system is required.
- Limited off-site travel is required.
- This position involves working in an office environment and performing fieldwork.

Required Qualifications/Experience:
- Significant safety leadership and / or industry experience.
- 5 years of progressive responsibility in railroad operating fields.
- Basic/standard computer skills (Outlook, Excel, Word, PowerPoint).
- Knowledge of FRA Regulations, applicable Federal, State, and Local laws throughout their territory, and extensive knowledge of NORAC (preferred) or GCOR.
- Strong interpersonal communication skills.
- Ability to listen and respond well to questions with well-thought-out answers.
- Self-starter with demonstrated ability to overcome obstacles and set and achieve challenging goals.
- Strong analysis and problem-solving skills, ability to resolve problems promptly, ability to respond well to questions, and demonstrate strong communication skills.
- Strong business acumen – understands the business implications of decisions.
- Ability to read a situation quickly, focus on listening and effectively handle difficult situations.

Preferred Qualifications/Experience:
- Bachelor’s degree.
- 10 years of progressive responsibilities in railroad operating fields.
- Advanced computer skills (Outlook, Excel, Word, PowerPoint).
- Engineer or Conductor experience.
