It is recognized as a regionally engaged and globally oriented university with a commitment to academic innovation, student success, diversity, and sustainability.About The PositionPlease Note: Review of applications will begin on November 14, 2025.The Director reports to the Associate Vice President for Equity and Belonging & Dean of Students as part of the Enrollment Management & Student Affairs Division. The Director leads Student Health Services, supervises all student health staff and clinic schedules, and oversees day-to-day operations. The incumbent will perform crisis intervention and consultation in emergencies. In collaboration with Health Promotions and Counseling Services, the Director designs health and wellness outreach programs and serves as a liaison to campus entities. The Director works with the psychiatrist and primary care physicians in a multidisciplinary approach to promote mental and physical health. The Director may contribute to training of clinical and medical staff and provides indirect oversight for administrative staff supporting Student Health Services.The Director develops programs and services to promote high student utilization of Student Health services. The Director participates in recruitment, selection, training of new employees, crisis management, administrative activities, and communications. The incumbent has responsibilities for budget management/reconciliation and collaborative budgeting for the Student Health facility, assesses department needs, and performs personnel tasks in consultation with the Office of Human Resources. Participates in on-call emergency response and preparedness as needed.ResponsibilitiesProgrammatic Direction and Strategic Planning for Student Health ServicesProvides leadership to ensure a full complement of programs and services for Cal State East Bay students including virtual options.Implements best practice programs and services aligned with current health and wellness trends.Sets short and long-term goals for the department within budget constraints.Works with the supervisor and team to establish assessment strategies to track program performance and student utilization.Develops systems to maintain high levels of student satisfaction based on best practices.Oversees accreditation processes (e.g., AAAHC) every three years or as needed.Collaborates with campus partners to integrate student support initiatives.Ensures continuous improvement of departmental practices and tools; updates protocols to comply with CSU Executive Orders and regulations.Prepares department reports and reviews with leadership as appropriate.Maintains professional relationships with local public health agencies and health care providers.Staff SupervisionProvides direct and indirect supervision for full-time professional staff.Hires, trains, sets performance expectations, coaches, and evaluates staff.Oversees department operations for medical, nursing, administration, X-ray, pharmacy, laboratory, and consultants.Establishes professional development plans; ensures compliance with collective bargaining agreements and performance reviews.Oversees absence management and onboarding activities for staff; oversees clinical clerkships for NP, physicians in training, and medical students.Medical Clinic OversightDevelops campus-wide student health and wellness programs to address campus needs.Oversee limited occupational health services and workers’ compensation cases.Ensure compliance with HIPAA, FERPA, and related confidentiality laws; manage medical records requests and subpoenas.Oversee QA and QI activities and HIPAA-compliant IT infrastructure; coordinate building maintenance and Tele-Health options.Act as University Health Officer for risk management and campus health; oversee immunization and TB screening programs; manage AED program.Department Budget Management and ReconciliationCollaborate on annual and multi-year budget projections related to Student Health and facility fees.Maintain records of encumbrances and expenditures; monitor revenue from student health fees and related services.Apply fiscal controls and provide information to auditors; prepare cost-benefit analyses for program changes.Other Support FunctionsRepresent campus in CSU SHC Directors’ groups; serve as Ex-Officio on the Student Health Advisory Committee and on the Institutional Review Board for select research proposals.Provide backup for medical staff as needed; document department policies and train staff on them.Support campus events and collaborations; respond to information requests; participate in university committees as needed.Required QualificationsKnowledge, Special Skills, and AbilitiesAdministration of primary care medicine in an outpatient setting; knowledge of medical specialty principles, emergency response, and public health practices.Familiarity with local, state, and federal laws related to outpatient clinics; HIPAA and CDC infection control guidelines.Knowledge of CMIA, FERPA, CDPH guidelines, Cal-OSHA regulations; professional ethics; ability to mentor and collaborate with a diverse group of stakeholders.Proficiency with electronic health records and medical software; ability to lift up to 25 pounds and run short distances for emergencies.Strong budgeting, leadership, and strategic planning abilities; ability to work independently and lead a diverse workforce.Excellent written and oral communication; ability to present to large groups and manage confidential information.Ability to serve in a 24/7 on-call rotation; knowledge of government budgeting processes and experience managing budgets.Certificates, Licenses and EducationAppropriate degree to be licensed as a physician in California or a Public Health Administrator.5+ years of experience in medical administration including supervision of medical staff.Bachelor’s degree required; 3-5 years of progressively responsible Public Health administration experience; 3 years of supervisory experience.If physician, CA license or eligibility to obtain CA license; ABMS/AOA board certification relevant to duties; DEA registration; CPR/AED certification as appropriate.Preferred Skills And KnowledgeKnowledge of CSUEB SHCS protocols and quality improvement processes.Prefer masters or terminal degree in Public Health Administration or Medicine; university experience; accreditation coordination experience.Experience with student health utilization programs and related software; Oracle/PeopleSoft budgeting tools; knowledge of CSU self-operating mandates.Condition(s) of EmploymentSatisfactory completion of a background check (LiveScan as appropriate) and related verifications are required.
