Position Overview: The Housing Case Manager provides trauma‑informed services to individual program participants, many of whom have multiple barriers such as mental health, substance use disorder, chronic health conditions, frequent contact with law enforcement, etc., so that secure, stable, and permanent housing may be achieved and/or maintained. This service includes assessment, documentation, information and referral, goal setting, direct advocacy, cooperative case planning, and coordination of services. The Case Manager assists and empowers participants to connect with community providers and improve the quality of their lives. Location and Contact Location: Pioneer Square Neighborhood (Seattle, WA) Reports To: Program Manager FLSA Status: Non‑Exempt Schedule: Monday‑Friday 8:30 am–4:30 pm; with weekly staff meetings on Thursdays at 1 pm Meal Period: Paid (30‑minutes) Salary: $29.00 per hour (Level I) Essential Duties and Responsibilities Provide trauma‑informed case management using motivational interviewing and strength‑based techniques to assigned participants. Engage professionally and compassionately with participants in all settings. Write clear, objective, and accurate case notes of significant interactions in participant files, including stability plans, measurement scales, leases, logs, records, reports, and statistics. Perform documentation (following DAP protocol) and input data in the Clarity Homeless Management Information System (HMIS) and other organizational data and case management systems. Identify barriers and steps necessary to overcome obstacles to successful program participation. Support hoarding and housekeeping interventions. Assess participant histories and resource/support needs (e.g., food, health, transportation, CPS/APS engagement) and opportunities (e.g., family, friends). Screen individuals for program eligibility; complete a needs assessment, services acknowledgment, and orientation to the program. Assess eligibility for permanent housing resources such as deposit/move‑in financial assistance, rapid rehousing, affordable housing, and permanent supportive housing. Develop a plan with the Program Manager to utilize flexible program‑based participant relocation and assistance funds emphasizing equitability. Identify need for interim or bridge housing; link as requested and available. Establish goals and objectives, monitor achievements through regular meetings and case consultations with referral partners. Provide information, referrals, and direct advocacy as needed, utilizing internal and external resources. Link participants with services to address barriers to housing stability, such as mental health, chemical dependency, primary health, legal, veteran support, employment, and educational supports. Build and maintain positive relationships with a network of community providers and services. Support housing stability and retention by working with property management, supervisors, and participants on tenancy practices and resolutions. Work with program management on situation assessment and follow‑up. Develop and implement corrective action plans for participants failing to meet goals. Assist management in running monthly, quarterly, and/or annual reports (e.g., HMIS). Handle daily activities, including emergencies and other events. Mediate conflicts, provide de‑escalation and crisis intervention, model appropriate problem‑solving, and refer to appropriate services. Provide milieu management and support to the program and operations team. Develop and facilitate life‑skills trainings and other relevant workshops. Develop and implement community programs supporting housing stability, wellness, and meaningful daily activities. Prioritize responsibilities as directed by the Program Manager to meet needs and funding requirements. Attend community meetings such as CEA, Veteran meetings, or other community services to represent Compass Housing Alliance. Leadership Recognize the value of different perspectives and cultures. Maintain a favorable working relationship with agency employees to foster a cooperative climate. Represent the organization publicly to promote its aims and enhance public recognition. Perform duties and responsibilities in a timely and effective manner in accordance with established policies. Collaborate with other case managers to share resources and stay current with available resources. Supervisory Responsibilities None Knowledge, Skills, and Abilities Remain flexible to handle daily crises. Manage multiple priorities in a dynamic environment. Collaborate with property management to address lease compliance and mediate eviction scenarios. Handle difficult interpersonal situations effectively. Experience working with vulnerable populations (Veterans, seniors, people with disabilities, immigrants, refugees, families with children). Maintain a caseload and provide case management, crisis counseling, advocacy, and referral services. Demonstrate knowledge of local resources for individuals experiencing homelessness or instability. Apply best practices in de‑escalation, crisis intervention, and stabilization. Follow agency policy and procedures to maintain safety and security. Work efficiently in a fast‑paced environment with frequent interruptions. Maintain confidentiality, tactfulness, and respect for participants from diverse backgrounds. Apply evidence‑based practices such as harm reduction, motivational interviewing, and strength‑based case management. Enter data accurately and generate reports and statistics. Set and maintain professional boundaries. Promote a team environment that values differences. Work independently and as part of a team. Engage openly with people from all backgrounds. Model sound interpersonal boundaries and emotional intelligence. Communicate effectively about technical problems and solutions. Apply strong problem‑solving, time, and project management skills. Learn new technologies and software. Use office equipment and devices. Education And/Or Experience A minimum of two years’ experience in a social/human service setting related to housing and homelessness, required. Preferred experience and education demonstrating competency with issues of housing instability, mental health, substance use, sexual assault, and/or domestic violence. Preferred awareness or training around belonging, compassion, and meeting people where they are. Preferred experience working in environments where language may be a barrier. Fluent reading, writing, and understanding in English, required. Current WA State Food Handlers Permit preferred; sponsorship available within one month if not current. Qualifications for driving duties (valid WA driver's license, proof of insurance, and acceptable driving record) if required. Work experience is a key factor for success; a degree in a related field would complement required experience. Requirements Physical Demands: The employee must regularly talk and hear, stand, walk, use hands, lift or carry up to 20 pounds, travel to program sites, and use critical thinking skills. Work Environment: The work environment is a supportive emergency housing/social services setting. Noise is normal. Employees may encounter hazardous chemicals and other potentially infectious materials; basic safety training will be provided. The position requires onsite work only. Facilities are monitored with camera surveillance in public areas. Employees will be aware of potential private surveillance in residential units.
