About the Organization: The Division of Occupational Licensure (DOL), an agency within the Office of Consumer Affairs and Business Regulation (OCABR), protects consumers by ensuring compliance with state licensing laws. DOL oversees 26 boards of registration, licensing and regulating over 500,000 individuals and businesses to practice over 100 trades and professions. About the Role: The Public Safety Boards Unit oversees the Board of Building Regulations and Standards (BBRS) and its subcommittees. The Executive Director (ED) will lead the administration and regulatory functions of the Unit, requiring strong knowledge of building standards, public safety, fire codes, and climate resilience. The ED supervises professional and administrative staff, managing, training, and evaluating them. The ED must be a versatile manager and an expert in establishing operating policies. Duties and Responsibilities: Board Administration and Policy Implementation: Manage board and subcommittee meetings and ensure accurate documentation. Collaborate with BBRS and subcommittees to draft new editions of the Massachusetts Building Code. Provide written and oral advice on regulatory matters. Manage licensing and regulatory functions for the Units boards. Manage personnel and perform Unit's human resource functions: Screen and interview for staff positions, conduct performance evaluations, and ensure compliance with policies. Provide expertise and assistance to DOL processes: Review consumer complaints and monitor investigations. Ensure staff training and compliance with inspections. Develop and oversee Unit processes: Maintain licensing processes and review applications. Act as a records custodian: Oversee responses to public records requests. Develop and approve board educational programs: Monitor educational programs and conduct compliance audits. Preferred Knowledge, Skills, and Abilities: Knowledge of the Massachusetts building code and related issues. Management principles and practices. Excellent communication skills. Significant supervisory and management experience. Strong planning and organizational skills. Minimum Entrance Requirements: Applicants must have at least six (6) years of relevant experience, including two (2) years in a supervisory or managerial capacity, or equivalent combinations of experience and education.
