State and Local Sales - Business Development Manager– Remote/Hybrid in Falls Church, VA

We serve both government and commercial sectors, offering a range of solutions such as Healthcare IT, Human Services, Identity Credentialing, Cloud Computing, and Big Data Analytics. With clients in the US and abroad, we hold key contract vehicles including GSA IT Schedule 70, NIH CIO-SP3, GSA Alliant, and DHS-Eagle II.

Role and Responsibilities

Conduct thorough research and analysis to identify potential IT services proposals, contracts, and IDIQ opportunities within the state and local government sectors that align with CITI's business objectives.
Establish and maintain strong relationships with key decision-makers, procurement officers, and other relevant stakeholders in government agencies to understand their needs and position our services effectively.
Develop and implement strategies to pursue new business opportunities, including responding to requests for proposals (RFPs), crafting proposals, and presenting our solutions to government agencies.
Exhibit strong sales and negotiation skills to effectively communicate the value proposition of IT solutions, win new business, and exceed assigned bookings and revenue targets.

Minimum Qualification

A minimum of 10 years of experience in business development, focusing on state and local government agencies.
In-depth knowledge of federal, state, and local government procurement processes, regulations, and contracting vehicles.
Proven track record of building and maintaining relationships with government agencies, including procurement officers and key decision-makers.
Strong sales and negotiation skills, with the ability to effectively communicate the value proposition of IT solutions and services and win new business.
Demonstrated ability to work collaboratively with internal teams and stakeholders to achieve business objectives.
Proven ability to meet or exceed sales and revenue targets and contribute to revenue growth.
Willingness to travel as required to meet with clients and attend industry events.

Preferred Qualification

At least five (2) years of experience overseeing and coordinating the successful execution of IT-related projects delivered on time and budget within the state and local government sectors.
