Salary Range: $80,000-$84,000 per year

CommonBond Communities invites qualified applicants to apply for the Compliance Manager position at our Central Office in Saint Paul, Minnesota. The Compliance Manager monitors, advises, audits and reports, and generally serves as a resource to the Compliance Auditing Vendor (CAV) and CommonBond's Housing & Services business line to help ensure complete and timely adherence to all compliance provisions required by lenders, funders, and investors in every CommonBond affiliated and fee-managed property.

Relationship Management
  • Establish strong and effective working relationships with the CAV team.
  • Serve as back-up point person for the CAV team on day-to-day compliance activity questions.
  • Form strong working relationships with lenders, funders, investors, and other regulatory agencies.
  • Participate in local, state and national affordable housing networks.
  • Support accurate and timely application of new information, productive problem solving, and new approaches to regulatory compliance challenges.
Compliance Management (As Assigned)
  • Apply compliance best practices as documented in CBC Policies and Procedures.
  • Plan and conduct regular internal compliance audits on stabilized CBC affiliated and fee-managed properties, prepare findings reports and review same with Director of Compliance.
  • Collaborate with Housing & Services (H&S) to secure completion of inspection findings, corrections, and follow-up reporting as necessary.
  • Collaborate with CAV and H&S to coordinate preparation for Management & Occupancy Reviews (MORs); Low Income Housing Tax Credit (LIHTC), and all other external compliance audits.
  • Review external audit results, distribute report findings for follow-up, and corrective action completion. Work with CAV to submit audit data for inclusion in analysis of compliance performance across CommonBond.
  • Monitor record retention requirements of resident files/records to ensure compliance with applicable housing program regulations ad CommonBond policies.
  • Support and work with CAV and COM to ensure timely and accurate submission of all required reporting to investors, funders, and lenders, including end of year, quarterly and monthly reports.
Compliance Training & Resources
  • Focus training on H&S management team, providing effective program adherence strategies utilizing the risk assessment from compliance audits and inspections; to include the delivery of internal trainings or provide external resources specific to compliance knowledge deficiencies outlined in said audits and inspections
  • Work with Compliance Operations Manager to plan, develop, provide and assess training programs; new-employee-orientation to on-board new hires, management team strategy for effective compliance oversite, support compliance regulation changes
  • Partner with the CommonBond learning teams on the inclusion of compliance standards and other elements in the CommonBond required annual training; include training assessment data in analysis of compliance performance across CommonBond
  • Staff Compliance HelpDesk.
Minimum Requirements
  • Minimum of four - six years of compliance-related affordable housing experience.
  • Demonstrated knowledge and experience with typical affordable housing financing tools including, but not limited to, HUD, LIHTC, and HOME. Ability to discern requirements of, and implement tools to comply with, local programs.
  • Excellent verbal and written communication skills, particularly related to layered, technical compliance.
  • Excellent interpersonal and relationship management skills.
  • Demonstrated ability to manage multiple projects while remaining highly attentive to detail.
  • Demonstrated leadership that values diversity of thought, backgrounds and perspectives.
  • Proficient in Yardi and PC applications, including Rent Caf, Windows, Microsoft Word, Excel, Power Point & Microsoft Outlook.
  • Remain knowledgeable of industry best practices, federal, state and local regulations; fair housing laws, rulings, and regulations and advise DC on required updates, providing input on potential new policies and/or procedures ensuring full regulatory compliance.
Certifications
  • Current certification for compliance related to Section 42 - Low-Income Housing Tax Credits or willing to obtain within 90 days.
  • Certified Occupancy Specialist or willing obtain within 90 days.
Physical Requirements
  • Ability to sit for extended periods of time.
  • Ability to enter data into a computer.
  • Ability to lift up to 15 pounds.
  • Ability to complete large filing projects
Working Conditions
  • Ability to travel independently to properties within the CommonBond service area.
  • Some overnight travel will be required.
