Job Location (Full Address): 271 East River Rd, Rochester, New York, 14623 Position: Senior Associate Vice President, University Facilities & Services (SAVP) Role Overview: As a member of the President's Cabinet, the SAVP reports to the Executive Vice President for Administration and Finance, Chief Financial Officer and Treasurer (EVP). The SAVP oversees all University properties, including utilities, energy services, planning, design, construction, and maintenance operations for an organization of approximately 800 people. The role ensures that the physical environment supports the institution’s mission, enhances the student experience, supports patients and research, and meets the highest standards for sustainability, reliability, safety, and efficiency. Responsibilities The SAVP has operational oversight for all University facilities and serves as a leader in utilities and energy services, planning, design and construction, and maintenance and operations. In this strategic role, the SAVP collaborates with senior leadership to align University strategic plan goals and programmatic priorities with the physical development and maintenance of University facilities. The SAVP regularly presents to the Board of Trustees Facilities and Campus Planning Committee and champions the 'One University' approach through collaborative policy and process design. Operational Leadership Oversees approximately $150 million operating budget and approximately $500 million annual capital planning and implementation budget. Provides executive leadership and management to University Facilities and Services, creating a highly proficient workplace that delivers world‑class facilities solutions. Facility Operations Maintain University-operated facilities for all divisions, including central and off‑site locations. Lead the asset management group, internal self‑performed construction group, materials management, horticulture & grounds department, engineering and commissioning, and customer service center. Oversee utilities and energy services, including utilities production, operations, and maintenance of the utilities distribution system, building automation controls, cogeneration, infrastructure analysis, and energy management. Manage the planning, design, and construction group that implements capital construction projects. Supervise preventive and corrective maintenance programs for campus buildings, grounds, and infrastructure. Lead initiatives to optimize operational efficiency through technology, data analytics, and industry best practices. Ensure compliance with all applicable codes, standards, and regulatory requirements. Strategic Leadership Provide strategic direction and executive leadership for all facilities–related operations. Partner with senior leadership to develop and implement a comprehensive campus facilities master plan that supports institutional goals, enrollment strategies, clinical and research strategies. Collaborate with real estate, space management, finance, office of counsel, and other divisions on operational and capital projects. Engage faculty, staff, and students to establish goals and objectives of facilities programs. Work with university and board committees to facilitate prioritization and approval of University projects. Collaborate with government and community relations to develop grant funding opportunities and represent the University to community organizations and municipal entities. Collaborate with central finance to maintain standardized and transparent budget practices. Serve on the University's Capital Committee, Space Planning Committee, Physical Security Improvement Committee, and other relevant committees. Act as a key advisor to the Academic Center and Medical Center leadership on capital investment and campus development strategies. Management and Administration Approve and recommend operating and capital budgets for the Facilities organization while auditing and tracking processes and project data. Establish key metrics and measures, reporting regularly on performance and efficiency initiatives across the organization. Adhere to University policies and guidelines for capital project approvals and comply with all permitting requirements. Develop organizational strategy and recommend staffing models aligned with University requirements. Maintain and update University policies and procedures related to facilities and services. Maintain process and customer service excellence and ensure compliance with state and federal regulations and university policies. Supervise and review performance of senior staff and manage human resources activities. Recruit, mentor, and develop a high‑performing team of directors, managers, and staff. Display high emotional intelligence, goal‑oriented and accountable leadership. Minimum Education Bachelor’s degree in engineering, architecture, construction management, or a related discipline. Master’s degree in business, engineering, architecture, public administration, or a related field. Minimum Experience Ten years of progressive senior‑level management experience in facilities management, including five years in an educational or medical setting, preferably in a research university with an academic medical center. A technical background with exposure to several facilities‑management disciplines. Comprehensive knowledge of operating and capital budgeting and management. Demonstrated successful fiscal experience in capital planning and managing operating budgets of $100 million or more. Data analysis and process improvement experience. Knowledge, Skills & Abilities Experience in contracting, negotiating, and collaborating with external agencies. High degree of emotional intelligence and critical thinking ability. Strong business and analytical acumen to enhance divisional efficiency and share specific financial data related to physical plant expenses. Executive‑level presentation, writing, and communication skills; experience presenting to donors, government partners, community interest organizations, University community members, and alumni. Resourcefulness and ability to manage complex issues with multiple stakeholders across various organizations. Team‑oriented facilitation and collaboration. Understanding of the role of “place” and excellence in campus quality. Certification Architecture and/or engineering licensing or training.
