Base pay range $51,809.00/yr - $91,409.00/yr Description Monitor, review, and evaluate the performance of the multiple Automated Work Zone Speed Enforcement (AWZSE) Programs. Manage and implement quality control processes and procedures. Manage Court Adjudication/Hearing Request process. Provide analytic support for overall management of the Court Adjudication/Hearing request process. Provide analytic support for overall management of the AWZSE contract. Manage and oversee AWZSE Court Hearing Scheduling Process. Manage and oversee compliance of Court Hearing Process. Manage and oversee compliance of Thruway Certification of AWZSE images for Notice of Liability. Supervise staff and support employees in the conduct of a variety of management and organizational studies and surveys. Provide support and back-up for operational functions at the direction of the Deputy Director of Communications, Traffic Management & Emergency Management including preparing meeting materials and meeting planning, procurement related activities. Qualifications Minimum Qualifications Current New York State employee with one year or more of qualifying permanent service allocated to a Grade 11 or above and eligible for transfer under Section 70.1, 52.6. or 70.4 of the NYS Civil Service Law. Administrative Analyst Trainee 1 Four years of experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, and develop internal controls; collecting data and conducting cost benefit or systems analysis to assist with organizational change; evaluating and developing recommendations to improve program operations and effectiveness; and designing and updating procedure manuals, forms, and policy. Administrative Analyst Trainee 2 Five years of experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, and develop internal controls; collecting data and conducting cost benefit or systems analysis to assist with organizational change; evaluating and developing recommendations to improve program operations and effectiveness; and designing and updating procedure manuals, forms, and policy. Senior Administrative Analyst Six years of experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, and develop internal controls; collecting data and conducting cost benefit or systems analysis to assist with organizational change; evaluating and developing recommendations to improve program operations and effectiveness; and designing and updating procedure manuals, forms, and policy. Substitutions An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience. NY HELPS Program This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified. Additional Comments This is a Unit 2 CSEA position. We offer FREE onsite employee parking. Our telecommuting program offers up to 20% (two days per pay period) upon completion of at least three months of satisfactory performance. Additional Pay Information The salary range for this position includes all applicable annual components of pay which are: Base Pay Range from Hiring Rate $51,809 up to Job Rate $91,409. Recruitment & Retention Pay: $7,000. This position may be filled as a traineeship. The starting salaries for this traineeship are outlined below. For current New York State employees, salary is based on the candidate’s salary at the time of hire. $51,809 (Trainee 1, equated to SG-14) $57,751 (Trainee 2, equated to SG-16) $64,427 (Journey Level, SG-18) Eligibility For Employment All potential candidates for this position must be legally eligible to work in the United States at the time of appointment and throughout your employment with the New York State Thruway Authority.
