OVERVIEW

Position

This full-time, contract Electrical Engineer position is in the Test and Energization (TETC) organization of the Commissioning and Testing (TET) group in the Transmission Services (T) business line of *** (BPA). The Commissioning & Testing Electrical Engineer facilitates on-site engineering and project assistance for substation construction projects. This position serves as a field electrical engineer, performing the testing and energization of communications and control equipment in high voltage electrical substations, radio stations, and control centers as well as recommending modifications and additions to the existing installations on BPA systems throughout Oregon, Washington, Idaho, and Montana.

Organization & Culture

TETC Engineers commission the equipment that helps power the Northwest region. We provide start-up and commissioning of substation equipment, typically in travel status 100% of the time, supporting projects that can range from two weeks to two years in duration. Our engineers work on high voltage equipment, such as new relays or SCADA to complete 500Kv substation builds. TETC Engineers typically act as the lead engineers for projects, coordinating the various phases of substation construction work including outages, step plans, trip checks, and redlines. Engineers are responsible for ensuring the quality and correctness of the new substation equipment. The work this group does is extremely valuable to the rest of BPA. We are looking for team members that are self-sufficient and have strong problem-solving skills. Our workers build the equipment and then have the honor of turning it on and making sure it works as expected; it s like leaving a legacy.

POSITION RESPONSIBILITIES

Note: All official drafts, documents, and recommendations, as listed below, must be reviewed, finalized, and approved / accepted by appropriate BPA manager or other federal personnel with the authority to do so.

Under the guidance of a senior commissioning engineer or technician, perform testing of substation equipment, primarily power circuit breakers, transformers, and static capacitors.

This testing involves verification of CT/PT ratio, CT polarity, transformer impedance, power factor for transformers, timing of power circuit breakers, and insulation voltage withstand tests.

With instruction and guidance from the BPA lead engineer, perform testing of Substation Control equipment including Protective Relaying, SCADA, microwave radio, Transfer Trip, and PLC s (Programmable Logic Controllers).

With instruction and guidance from the BPA lead engineer, support the design, implementation, maintenance, and improvement of electrical instruments, equipment, facilities, components, products, and systems by checking rack wiring and cables in BPA facilities.

Operate computer-assisted engineering and design software and equipment to perform engineering tasks under the direction of a BPA Lead Engineer.

Gather information for BPA Lead Engineer to create electrical drawings, reports, and calculations to support the engineering solutions for electrical systems.

Assist BPA lead engineer with coordinating construction, installation, maintenance, support, documentation, or testing activities to maintain compliance with specifications, codes, and customer requirements.

With assistance and approval by the BPA Lead Engineer, perform detailed calculations to compute and establish construction, and installation standards and specifications.

Assist BPA lead engineer with Inspection of completed installations and verification of operations to maintain conformance to design and equipment specifications and compliance with operational and safety standards.

Perform troubleshooting and provide on-site technical support to craft/customer personnel in the field, as directed.

Work with BPA design staff during engineering phase to understand design philosophy and provide field information/valid requirements.

Apply diversified knowledge of engineering principles/practices in broad areas of assignments and related fields.

With oversight and guidance from BPA manager / BPA lead engineer, facilitate projects on site, including requesting outages through outage coordinator, and verifying that materials arrive on site.

Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.

REQUIREMENTS

Education & Corresponding Experience (required on matrix)

Bachelor s degree in engineering (from an ABET* accredited school) is required.

Candidates 3 months from graduation will be considered. Proof of degree may be requested after graduation.
Note: *ABET (Accreditation Board for Engineering and Technology)

6 months of experience and knowledge of electrical engineering concepts, principals, and practices applicable to components and facilities found on a regional transmission system is required.

Required Technical Skills & Experience (required on matrix)

Proficiency with Microsoft Office Suite products, including Word, Excel, and Outlook.

Preferred Skills & Experience (optional on matrix)

Training or experience in Power Systems Engineering sufficient to allow knowledge development of design standards through on-the-job training.

The intent is for the Engineer to review and correct Controls, RAS and Metering, and Protective Relay Design

Demonstrated ability to read and understand electrical prints: one-lines, wiring diagrams, and schematics to determine how the protection and control systems operate.

Valid U.S. Driver s License is required.

First Aid/AED/CPR Certification required within 30 days of assignment start. Worker/Employer is responsible for maintaining current certification.

Energized Facility Permit is required within one year of assignment start. Type: Electrical Worker Permit (EWP)

Footwear: ASTM F 2413-11 with an EH Rating or ASTM F2413-18 with an I/C/EH Rating. Footwear must lace up over the ankle and have a rigid sole and heel. The exterior of the boot must be made entirely of natural materials (all leather or leather and rubber combination) to conform to Arc-Flash requirements.

Electrical and Arc-Flash protective clothing and PPE as required by OSHA and consistent with BPA Safety and Health Policy for work on or near an energized facility.

Position requires frequent walking, bending, and stooping.

Position requires the ability to lift and carry 50 pounds.

Position requires a minimum level of physical ability sufficient to lift, carry, move, and stack equipment weighing up to 50 pounds. Bending stooping, lifting, kneeling, reaching, and walking for short distances (up to 500 yards) may be required.

Position requires the ability to lift items approximately 50 pounds in weight on and off vehicles and maneuver them, using wheeled carts, to designated locations.

Position requires frequent walking on uneven terrain.

Attendance at all conferences, workshops, training, etc. must be pre-approved by SLMO. Requests will be reviewed on a case-by-case basis. SLMO reserves the right to negotiate attendance on billable/non-billable hours and reimbursement of travel costs with the supplier. Reimbursable travel costs must adhere to the Federal Travel Regulations and be submitted via an expense sheet in Fieldglass.
