About the Role Over the next several decades, each of the major treatment facilities and offsite conveyance systems will be going through large capital improvement program. King County WTD is seeking one individual for each of the offsite and conveyance system programs. The preferred candidate will support capital project work on behalf of the Operations & Maintenance section. In the role, you will help facilitate the planning and processes for the East Offsite or West Offsite Facility Programs. You will be a subject matter expert and will help lead and coordinate the work with other operations and maintenance staff assigned to the program teams. This role will report directly to the corresponding program’s plant manager. You will be a key member of King County’s largest, most complex utility with a variety of interesting, challenging, and critical projects related to meeting future clean water needs for the region, incorporating current and future regulatory requirements, and recovering valuable resources from the wastewater process. Key Responsibilities Provide operational expertise and guidance to the design, implementation, and coordination of capital infrastructure improvement programs/projects at one of WTD’s operating facilities or conveyance system Participate in capital program planning and development and provide input to the sequencing and prioritization of capital efforts to help maintain seamless operations during construction activities. Serve as a wastewater treatment operations subject matter expert and resource on the capital program core team and be a conduit between the project planning and delivery section and operations section on the assigned facility program. Participate in long‑range facilities planning. Review plans, designs, or procedures for assigned segment of major construction projects with contractors, design engineers, vendors, and agency’s construction management division. Organize, coordinate, and provide technical expertise on long‑range special projects; provide direction to senior staff on special projects. Work closely with key O&M stakeholders to ensure that all aspects of the capital program/project are completed satisfactorily prior to close‑out from pre‑design to commissioning and testing. Participate in the development of capital project O&M deliverables processes and policy, including validation and acceptance of key project submittals and integration with capital project governance standards. As a Supervisor III – Capital Program Operations Liaison you will actively apply these principles in all aspects of your work. Benefits Participate in capital program planning and development at one of the WTD operational facilities. Lend operational expertise and provide input to the sequencing and prioritization of capital efforts to help maintain a seamless operational facility during construction activities. Provide input on design and constructability efforts and help develop strategies to mitigate the operational impacts of the capital programs/projects. Help problem solve challenges in the implementation of capital projects at operational facilities. Ensure operational impacts to budget, such as staffing and resource needs, are included in the budget packages at the right time to seek appropriations. Assist with the preparation of start‑up and commissioning plans and operational staffing plans for new facilities. Oversee or provide start‑up and commissioning assistance to help ensure staff is adequately trained to utilize new equipment and facilities. Serve as the operational representative to help troubleshoot problems encountered during construction, start‑up and commissioning. Act as the technical liaison on all operational issues and be the program core team subject matter expert on the facilities’ operations and maintenance. Oversee capital and operating project completions and development of outage plans. Provide guidance and direction making work quality and customer service. Review, track and provide oversight of key O&M deliverables associated with capital project delivery including O&M Manual production, drawing as‑builts, O&M vendor training, Bills‑of‑Materials. Review and provide oversight of O&M Manual production. Ensure preparation, completion and/or update of Standard Operating Procedures (SOP') have been written. Qualifications You Bring Knowledge or experience working with operating, monitoring, maintaining, and/or training on the wastewater treatment process systems. Depending on the facility, this may be knowledge of the preliminary treatment area, secondary area, solids handling area, and in the collection and conveyance system and systems for plant‑wide gas, chlorination, heating, ventilating and air conditioning, odor control, electrical, instrumentation and control, water, air and hydraulic systems. Understanding or knowledge of construction management, contract management, commissioning and testing. The best candidate will know how to collaborate with teams or individuals across operations to find the best answers. Skill in interpreting and applying technical information from plant drawings, technical data sheets, specifications, operations and maintenance manuals, and laboratory test results. Skill in maintaining and establishing effective working relationships with the public, vendors, contractors, regulatory agencies, team members and other work groups. Advanced skill in effectively communicating orally and in writing, including making formal presentations to groups and committees, influencing WTD leadership working with the public. Skill in managing written and/or computerized information systems including logs, reports, lab and process data, trouble reports and work requests. Skill in assessment and decision‑making. A Wastewater Group 3 license or higher is preferred. Experience working collaboratively with multi‑disciplinary teams. Previous capital program or project experience. This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible. Union Representation Teamsters Local 117 – Wastewater Treatment Division, Supervisors. Salary reflects $1.00 per hour contribution to the Western Conference of Teamsters Pension Trust. Physical Requirement Must be able to walk through construction work sites and participate in work and process area site assessments; able to navigate independently in an industrial setting around operating equipment, high noise areas.
