The Bureau of Urban Forestry (BUF) oversees median maintenance, tree planting, and the healthy maintenance of the 124,000-plus city-owned trees through the voter-backed StreetTreeSF program. Public Works currently has a vacancy for a Senior Administrative Analyst (1823) within the Bureau of Urban Forestry. The Senior Administrative Analyst, reporting to the Principal Administrative Analyst within the Bureau of Urban Forestry, is responsible for overseeing and performing complex, sensitive, and high-level analytical work related to the USDA Forest Service’s Inflation Reduction Act (IRA) Tree Planting Grant for the Public Works Department. Under general direction, the Senior Administrative Analyst plans, organizes, leads, and conducts detailed analytical projects in areas such as budgeting, finance, economics, data analysis, legislation, administrative policy, and contract administration. Your contributions as part of the project delivery team are crucial in providing exceptional customer service and performing effectively to meet critical timelines. The Project: The San Francisco Public Works Bureau of Urban Forestry (BUF) will plant and establish thirty-five hundred (3,500) trees in equity priority neighborhoods with community partners, to expand tree canopy while creating workforce development opportunities. Important and Essential Duties: Your duties as a Senior Administrative Analyst may include, but are not limited to, the following: Research and analyze the USDA Forest Service grant as well as other grants; direct complex financial or operational activities; respond to informational requests, including those of a highly sensitive nature, and may represent BUF and Public Works to City and County of San Francisco officials, outside agencies and the public. Coordinate, develop, manage and monitor the USDA Forest Service grant budget and other grant budgets, including producing grant invoices, progress reports and reviewing subgrantee invoices, and developing budget-related documents. Coordinate the activities related to the grant and work closely with Bureau of Urban Forestry teams, to deliver on the goals and outcomes of the grant. Oversee, review and analyze the work of the subgrantees. Develop timelines that ensure the delivery of the goals and outcomes of the grant. Work with the Public Works Contract Administration and Grants teams to develop any Request for Proposals (RFPs) for subgrantees and/or contract procurements that are necessary to fulfill the goals and outcomes of the grant. How to qualify Minimum Qualifications: Education:Possession of a baccalaureate degree from an accredited college or university. Experience:Three (3) years of experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series. Substitutions: Experience Substitution: Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience. Education Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year. Notes: One-year full-time employment is considered equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.Desirable Qualifications: The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalist(s) at the end of the selection process when referred for hiring.
