Strategic Requirements and Technical Coordination (SRTC) Department Head (Faculty) Join Penn State University as the Department Head for the Strategic Requirements and Technical Coordination (SRTC) Department, located in Tampa, FL. This role will report directly to the S3 Division Head and will be responsible for managing the department’s research engineers and program managers within the Applied Research Laboratory (ARL) in the Spectrum and Signatures Solutions Division (S3). Position Specifics • Department: Strategic Requirements and Technical Coordination (SRTC) • Division: Spectrum and Signatures Solutions (S3) • Office: All-Domain Analytics and Signatures Office (A2SO) • Location: Tampa, FL (fully on‑site) – periodic travel to sponsor engagements and conferences is required. • Role type: Research and Development Engineer or non‑tenure Research Faculty. Responsibilities Provide strategic and technical leadership within the SRTC department and support S3 Division and ARL’s mission. Support development of technologies and operations for high‑risk, sensitive sponsor base. Maintain awareness of technology expertise across ARL and partner with sponsors early in development/design. Stay current with emerging requirements from Special Operations, Technical, and Intelligence Communities and pair needs with ArcL capabilities. Lead a geographically dispersed program/project management team at sponsor critical locations, including University Park. Build and maintain strong academic and industry relationships to position SRTC as a critical mission partner. Secure funding and lead interdisciplinary R&D programs from concept to delivery, ensuring technical rigor and program clarity. Manage department operations: strategic planning, budgeting, staffing, and proposal development. Foster a culture of excellence, cohesion and professional development across the team. Required Skills & Experience Active TS/SCI Security Clearance. Deep understanding of the current Strategic Operational Environment, including DoD guidance and planning. Experience with Special Operations, Special Mission, or Intelligence Community units and liaison skills. Demonstrated leadership in technical program and personnel management in research‑oriented environments. Principal investigator or technical lead on applied and basic research supporting sensitive activities. Strong communication, organizational, and conflict‑management skills. Team collaboration in a multidisciplinary culture. Business and program management experience: budgeting, staffing, performance management, strategic planning. Professional demeanor and interpersonal agility to work across levels and engage external sponsors. Background Checks / Clearances Employment will require successful completion of background checks in accordance with University policies. All positions require the ability to obtain a government security clearance; you will be notified if subject to a background investigation. A pre‑employment drug screen is required.
