Eligibility Services Supervisor (Hybrid) Join the Connecticut Department of Administrative Services as an Eligibility Services Supervisor, supporting the Revenue Enhancement Division (RED) in Hartford, CT. This hybrid role requires overseeing client eligibility for Title IV‑E federal reimbursement and maximizing revenue for the Department of Children and Families (DCF). Position Highlights Location: Hartford, CT Unit: DCF Revenue Enhancement Unit Schedule: Full time – 40 hours per week, Monday‑Friday first shift This position is open to current DCF employees only. Responsibilities Schedule, assign, oversee, and review work of staff. Provide staff training and assistance, including planning and implementing training initiatives. Conduct performance evaluations. Determine priorities and plan unit work. Establish and maintain unit procedures. Develop or recommend policy and standard development. Act as liaison with other operating units, agencies, and external officials regarding unit policies and procedures. Prepare reports and correspondence. Consult with and direct staff in difficult, unusual, and/or complex case resolution. Implement personnel policies and procedures. Perform related duties as required. Knowledge, Skills, & Abilities Considerable knowledge of agency policies and procedures, and state and federal laws, statutes and regulations related to eligibility. Knowledge of community support and social services resources, and Eligibility Management System. Knowledge of personnel policies. Interpersonal skills; oral and written communication skills; supervisory ability. Minimum Qualifications – General Experience Seven (7) years of experience in the determination of client eligibility for public assistance. Minimum Qualifications – Special Experience One (1) year of the General Experience must have been in a supervisory or policy specialist role providing eligibility services to clients. Minimum Qualifications – Substitutions Allowed College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one half (1/2) year of experience, up to a maximum of four (4) years for a Bachelor's degree. A Master’s degree may substitute for one (1) additional year of the General Experience. Preferred Qualifications Experience with all federal Title IV‑E eligibility and determination policies. Experience interpreting and applying agency policies related to Title IV‑E foster care, adoption, sub‑guardianship, and prevention services. Experience with Title IV‑E guidance and regulations, including the Family First Prevention Services Act and the Adoption Assistance and Child Welfare Amendment of 1980. Experience leading the IV‑E eligibility unit to ensure timely and effective processing of casework. Experience providing guidance to staff through strong communication skills. Experience communicating and collaborating with DCF, State, and Federal partners. Experience leading team trainings, implementing business workflows, and communicating program needs to supervisors.
