Job Title: Environmental Field Monitor / Debris MonitorPosition Overview A regional engineering and emergency response firm is seeking Environmental Field Monitors and Debris Monitors to support FEMA disaster recovery operations within the local area. These positions play a vital role in ensuring debris removal efforts meet all federal, state, and project-specific requirements. Work will be conducted primarily outdoors and may involve fast-moving, high-impact field environments following major storm events. Assignments may include debris monitoring at work sites, overseeing operations at Debris Management Sites (DMS), or performing tower monitoring duties. The exact responsibilities will depend on project needs and daily operational priorities. We welcome candidates from diverse backgrounds. Individuals living in or near the affected communities are encouraged to apply due to proximity, familiarity with the area, and quick mobilization capability. Core ResponsibilitiesField Debris Monitor Duties Track and document debris collection activities to ensure compliance with FEMA Public Assistance guidelines. Maintain safe work zones and confirm proper Maintenance of Traffic (MOT) controls are in place. Complete required paperwork such as Load Tickets, activity logs, damage reports, and incident documentation with a high level of accuracy. Verify truck capacities, ensure placard information is correct, and prevent unauthorized debris hauling practices. Confirm loading site locations and record accurate site information, including GPS coordinates when required. Observe contractor workflow for safety compliance, proper debris segregation, and adherence to designated routes. Identify eligible vs. ineligible debris and ensure proper handling according to FEMA standards. Document all damage encountered or caused during operations, using written notes and photographs. Ensure trucks do not dump debris without an authorized Load Ticket and that all fields on the ticket are complete. Tower Monitor Duties Validate every incoming truck has an approved and completed Load Ticket before unloading. Assign accurate load percentages based on truck capacity and FEMA calculation requirements. Confirm debris is dumped in designated areas by debris type. Monitor ongoing DMS activities to ensure dumping, processing, and traffic flow do not interfere with one another. Ensure trucks exit fully empty and free of false bottoms. Maintain awareness of all access roads into and out of the DMS to keep them clear and safe. Uphold all safety guidelines for both site personnel and equipment operations. Required Qualifications Ability to mobilize within 24-48 hours and commit to a minimum 30-day deployment. Willingness to work long shifts (10-12 hours/day) with potential overtime. Ability to travel to project locations throughout the region. Must be able to work outdoors for extended periods in heat, cold, rain, or challenging terrain. Comfortable standing for long durations and capable of lifting 10+ pounds. Must provide steel-toe, ankle-supporting boots and long pants. Strong handwriting/penmanship for detailed documentation. Own a smartphone with app-download capability. Reliable personal transportation required. Must have a valid driver's license, Social Security card, and proof of vehicle insurance. Must pass a background check and drug screening. Preferred background Experience in environmental work, construction, engineering, field inspection, safety, or disaster response is helpful but not required. Job Type & Location This is a Contract position based out of Hudson, NC. Pay and Benefits The pay range for this position is $22.00 - $27.00/hr.
