Senior Administrative Analyst

Senior Administrative Analyst City of Concord – Full‑time position – Salary: $69,984 – $85,066 per year – Location: Concord, CA. Overview The City of Concord is seeking to fill one Senior Administrative Analyst vacancy in the Public Works Department. The analyst will manage the administrative functions for Public Works, drawing on expertise in budgeting, financial analysis, project management and contract administration. Responsibilities Develop program budgets, monitor expenditures, and prepare and reconcile financial statements for the Public Works Department and associated Capital Improvement Projects. Develop and analyze complex models and relational databases using statistical methods to provide summary data, dashboards, and reports and projections on expenditure, revenue, and human capital utilization. Assist in financial analysis and reporting and help prepare detailed and complex management reports. Conduct utility rate analysis, enterprise fund management, and identify opportunities for revenue enhancement and fee structuring. Coordinate administrative and procedural actions for a landscape and lighting district. Implement a workplace safety training program. Develop and monitor departmental performance measures. Analyze and interpret existing, newly enacted, and proposed local, state, and federal legislation and regulations for financial and programmatic impacts on the agency. Partner with other City departments in the development, support, and execution of Capital Improvement Projects (CIP). Create consistent procedures for routine management functions, including roll‑out of project reporting, and drive implementation of internal initiatives related to the Department's management plan. Assist Public Works management in preparing staff reports, presentations to outside agencies, administering competitive bid processes, and developing and evaluating management and administrative policy. Qualifications Strong background in budget preparation and tracking. Knowledge of Proposition 218 and experience ensuring compliance related to utility rates. Experience in contract management. Experience preparing reports, including staff reports to City Council and other governing boards. Grant writing and grant management experience. Supervisory and performance management experience. Project and program management experience. Extensive high‑level customer service experience. Highly motivated self‑starter. Strong attention to detail. Education & Experience Education: Bachelor’s degree in finance, accounting, public or business administration, or a related field. Experience: Four (4) to six (6) years of increasingly responsible professional experience in finance, budgeting or accounting, including at least two (2) years of experience performing financial analysis in a public agency. A valid California Driver’s License and a satisfactory driving record are required for initial and continued employment. Benefits CalPERS pension participation.
