Position Summary: Oversees the tactical and strategic operations while providing direction and guidance to enhance management and medical operations, and operational infrastructure. Drives operational performance of the BHS medical services. Develops and executes business strategies for medical services, focused on system alignment, quality and safety, performance and growth, consistent with Gila River Health Care’s vision, strategies, goals and objectives. Serves as the Chief Medical Officer of the Gila River Tribal Regional Behavioral Health Authority (TRBHA).

Critical Tasks:

  • Ensures mission, vision and values are upheld, while the strategy is consistent with the organizational/strategic plan of GRHC.
  • Establishes BHS medical services operational strategies by evaluating trends; establishing critical measurements; determining productivity, quality, patient-service strategies, designing systems, accumulating resources, resolving problems, and implementing change.
  • Develops and executes strategies and plans to meet or exceed quality, clinical, utilization standards and performance measures. Ensures that services meet external and internal client’s needs in a changing, competitive health care market.
  • Collaborates with GRHC and BHS leadership to ensure the Gila River TRBHA is in compliance with GRHC’s intergovernmental agreement with AHCCCS for TRBHA functions and reporting requirements. Participates in intergovernmental agreement negotiations.
  • Leads BHS medical services to support clinical guidelines and outcome measures, risk/quality management, utilization review and management activities and peer review to assure that established procedures are followed, improvements are made when needed.
  • Participates in GRHC clinical committees and provides follow-up on resulting initiatives to improve patient care services. Committees can include GRHC Medical Executive Committee, Peer review committee, Pain Management Committee.
  • Champions and develops a culture to continually improve patient, physician, and caregiver satisfaction across the division.
  • Develops strategies, objectives, and tactics to achieve outcomes such as patient outcomes, clinical risks and quality, case management, utilization management, financial performance, physician and patient satisfaction. Serves as the BHS Quality Improvement Committee (QIC) and medical management/utilization management chair.
  • Participates in the development and evaluation of the TRBHA quality management and utilization management plan.
  • Works collaboratively CMO, medical directors, and medical staff as needed to ensure physician performance, ease of practice, and accountability.
  • Assess the efficiency/effectiveness of BHS medical services’ processes/policies/practices to ensure a high performing organization.
  • Provision of supervision and clinical oversight of Behavioral Health and Addiction Medicine Medical Professionals
  • Creates and oversees Behavioral Health Medical Provider (BHMP) physician development and recruitment strategy planning and execution.
  • Collaborates with BHS Quality by contributing to oversight of provider network to provide input into network sufficiency, provides general oversight of TRBHA out of home placements
  • As BHS QIC Chair, provides review and analysis of TRBHA enrolled member mortalities and incidents.
  • Peer chart reviews completed on a regular basis with detail provided to CMO, CBHO and general report findings provided to BHS QIC.
  • Tribal Regional Behavioral Health Authority credentialing committee chair.
  • Participation in Medical Director workgroups with AHCCCS.
  • Demonstrates professionalism in all interactions by projecting positive attitude to job, workplace and others and also promotes team work, respect, innovation and excellence.
  • Completes all other administrative duties and special projects as assigned.

Required Qualifications:

  • Medical Degree (MD) or Doctor of osteopathy (DO)
  • Completion of an accredited Psychiatric Medicine residency program required.
  • Current, unrestricted and valid State of Arizona license to practice medicine from the Arizona Medical Board or the Arizona Board of Osteopathic Examiners in Medicine & Surgery. If licensed in another state, must possess such Arizona license within one (1) year of hire.
  • Board certified or board eligible with achievement of certification in Psychiatry. If board eligible, be in active participation in the examination process leading to board certification within the recommended timeframe of the respective board.
  • 8 years clinical experience and 5 years in a management role preferred.
  • Proven track record as a leader in a health care organization preferred.
  • Current or eligible for Drug Enforcement Licensure (DEA) licensure.
  • Current BLS certification or ability to obtain within 30 days of hire and continuing BLS training and certifications.
  • Ability to obtain or have hospital privileges.
  • Demonstrates ability to relate to diverse cultures and specifically the Gila River Community and/or other Native American cultures and community health services.
