Director of Health and Human Services

Position Summary:
Under general direction, accomplishes the Health and Human Service Department's strategic objectives by planning, organizing, and directing all functions required to operate and maintain activities and services. Enforces all Tohono O'odham Nation, federal, state, county, or other regulatory agency laws, codes, or regulations as required.
The major work activities are generally undefined except in terms of achieving overall organization/department goals. Specific policies, procedures and guidelines are virtually nonexistent except for executive directives and accepted professional standards.
Essential Duties and Responsibilities:
- Establishes, implements, and communicates goals, objectives, policies and procedures in accordance with strategic plan.
- Contributes to departmental effectiveness by identifying short-term and long-range issues and goals that must be addressed; providing information and commentary pertinent to deliberations; recommending options and courses of actions and implementing directives.
- Increases management's effectiveness by recruiting, selecting, orienting, training, coaching, counseling, and disciplining employees.
- Assigns accountabilities, planning, monitoring, and appraising job results, developing a climate for offering information and opinions, integrating functional objectives, and providing and participating in educational opportunities.
- Facilitates staff meetings to ensure communication among programs.
- Achieves the financial objectives by coordinating the budgetary processes of the human services' departments; reviews expenditure reports to ensure compliance with budget.
- Serves as liaison with districts, local agencies, other agencies and departments working with the Tohono O'odham Nation; attends community meetings.
- Prepares and presents reports on the status, activities and plans for current and future operations to the Chairman, Executive Branch, Legislative Branch, or required personnel.
- Conducts annual program evaluation and assessments of program components and staff according to established policies, procedures and regulations.
- Maintains professional and technical knowledge by conducting research, reviewing professional publications, establishing networks, participating in professional societies, conferring with representatives of contracting agencies and related organizations.
- Performs other job related duties as assigned and contributes to a team effort.
Knowledge, Skills, and Abilities:
- Knowledge of the Tohono O'odham culture, customs, and traditions.
- Knowledge of applicable federal, state, tribal laws, regulations and requirements.
- Knowledge of the economic, educational, health and social problems of Native Americans.
- Knowledge of department organization, functions, objectives, policies and procedures.
- Knowledge of effective principles and practices of management and supervision.
- Skill in analyzing problems, projecting consequences, identifying solutions, and implementing recommendations.
- Skill in budget preparation and administration.
- Skill in operating various word-processing, spreadsheets, and database software programs.
- Skill in preparing, reviewing, and analyzing operational and financial reports.
- Skill in supervising, training, and evaluating assigned staff.
- Skill in providing superior customer service to external and internal customers.
- Ability to communicate efficiently and effectively both verbally and in writing.
- Ability to exercise independent judgement.
- Ability to interpret applicable federal, state, county and local laws, regulations, and requirements.
- Ability to maintain privileged confidential information.
- Ability to work independently and meet strict time lines.
- Ability to establish and maintain positive and effective working relationships with other employees and the general public.
- Ability to work extended hours and various work schedules including nights, weekends and holidays.
Minimum Qualifications:
Bachelor's Degree in Social Work, Health or closely related field, and five years' work experience providing social and health related administrative services, Three years of supervision experience.
Licenses, Certifications, Special Requirements:
- Upon recommendation for hire, a criminal background and National FBI cheeck is required to determine suitability for hire, including a 39-month Motor Vehicle Record.
- May require possessing and maintaining a valid driver's license, (no DUIs or major traffic citations within the last three years).
- If required, must meet the Tohono O'odham Nation tribal employer's insurance requirements to receive a driver's permit to operate program vehicles.
- Based on the department's needs, incumbents may be required to demonstrate fluency in both the Tohono O'odham Language and English as a condition of employment.
