We are seeking a HIPAA Officer & Data Regulatory Counsel to join our General Counsel's Office. Reporting to the Assistant General Counsel, Privacy & Cybersecurity, this role presents an exciting opportunity to help lead privacy compliance for Thomson Reuters globally, with a primary focus on HIPAA and other global privacy laws and global cybersecurity laws governing the handling of sensitive data. The successful candidate will be a key advisor on specialized legal issues unique to data privacy and cybersecurity regulations governing sensitive data, while enabling business growth. About the Role In this opportunity as HIPAA Officer & Data Regulatory Counsel, you will advise business lines on their products, systems, and operations as it relates to all aspects of global privacy and cybersecurity laws governing sensitive data, including: Serve as the organization’s HIPAA Privacy and Data Regulatory Counsel, for both when it acts in the context of a Business Associate (when it provides services to Covered Entities or upstream BAs) and for the Thomson Reuters health plans; Monitoring and tracking current and emerging data protection regulations governing sensitive data, such as PHI, and translate legal terms into business requirements, guidance, and advice; Assisting in the design, maintenance, and implementation of the Thomson Reuters Privacy Program, including drafting privacy policies and establishing related processes specific to those business lines handling sensitive data, such as those needed to ensure compliance with HIPAA Privacy, Security, and Breach Notification Rules; Oversee workforce training and awareness programs, including those regarding HIPAA obligations; Collaborating with product and business teams to identify legal and privacy risks in product and system development and provide risk‑mitigation counseling, including advising on privacy‑by‑design, reviewing PIAs, and conducting risk assessments; Providing legal counsel to cybersecurity teams, including during investigations to ensure they are conducted and documented appropriately to minimize risks, protect individual privacy, and fulfill legal obligations arising from incidents; Assist contracting teams in drafting, maintaining, and negotiating data protection agreements; Otherwise provide legal counsel to the company and assist the Thomson Reuters Privacy Office in discharging its duties. About You You're a fit for the role of HIPAA Officer & Data Regulatory Counsel if you have: A law degree (Juris Doctor) from an accredited law school; and Bar admission in good standing in the U.S.; Relevant privacy certification preferred, such as IAPP’s Certified Information Privacy Professional credential; A minimum of 8+ years of experience in a large law firm and/or corporate setting, and/or supporting government with significant experience in providing legal and regulatory advice on sensitive data protection matters; Excellent technical legal knowledge in global privacy laws and regulations, especially HIPAA, plus global cybersecurity laws and regulations, particularly with SaaS and AI products and solutions; Extensive experience in managing and overseeing responses to security incidents, including assessing the risk of harm and determining legal obligations arising from such incidents; Extensive experience in advising product and technology teams on privacy obligations relating to the processing of sensitive data, including implementing privacy by design requirements; Significant experience in technology transactions, including drafting, negotiating, and managing customer, partner, and vendor data protection agreements; Ability to manage compliance obligations across a patchwork of laws and customer contracts; Proven people leadership skills and a track record of managing and developing high‑performing legal teams. Sound judgement and consistently demonstrates the highest levels of integrity. Exceptional advisory and influence skills, with the ability to build relationships across all levels of the organization and communicate complex legal concepts to non‑legal stakeholders. Strategic mindset with the ability to balance legal risk and business objectives. Strong project management skills and the ability to handle multiple priorities in a fast‑paced environment. Preferred Qualifications Experience with US and global health laws Experience with government contracting and data handling requirements, such as FedRAMP and related accreditations as well as FARs and DFARs requirements, NIST 800‑53, or other government data handling frameworks Experience with privacy issues related to law enforcement investigations What’s in it For You? Thomson Reuters complies with local laws that require upfront disclosure of the expected pay range for a position. The base compensation range varies across locations. Eligible office location(s) for this role include one or more of the following: New York City, San Francisco, Los Angeles, and/or Irvine, CA; McLean, VA; Washington, DC. The base compensation range for the role in any of those locations is $134,680 - $250,120. For any eligible US locations, unless otherwise noted, the base compensation range for this role is $116,900 - $217,100. This role may also be eligible for an Annual Bonus based on a combination of enterprise and individual performance. Base pay is positioned within the range based on several factors including an individual’s knowledge, skills and experience with consideration given to internal equity. Base pay is one part of a comprehensive Total Reward program which also includes flexible and supportive benefits and other wellbeing programs.
