Department Overview

Power Generation operates and maintains PG&E's hydroelectric, fossil, solar generation, and battery storage facilities, providing approximately 5,300 megawatts of generating capacity for our customers. Our nearly 900 coworkers are dedicated to delivering safe, reliable, and cost-effective generation to California in an environmentally responsible manner. Our hydro facilities include 62 conventional hydro powerhouses, a pumped-storage facility, 98 reservoirs, 168 dams and more than 200 miles of canals and flumes, among other water conveyances. Natural gas-fired plants in operation are Humboldt Bay Generating Station in Eureka; Colusa Generating Station in Colusa County and Gateway Generating Station in Antioch. Several utility-scale solar generation plants also are operated and maintained, as well as PG&E’s successful entry into battery energy storage, our Elkhorn Battery facility at Moss Landing in Monterey County.

 

Position Summary

This position headquarters is flexible within the PG&E Hydro Service Territory

The Principal Program Manager reports to and works closely with the Manager of Asset Management, working cross-functionally with internal and external stakeholders to support the development of an Instrument and Controls (I&C) Program for Power Generation. This position will work with stakeholders to define and create I&C Standard(s), Procedure(s), and process(es). The Principal Program Manager will prioritize I&C related projects and manage the I&C Program budget.

This position will work closely and coordinate with Project Engineering and Operations & Maintenance to develop an Asset Management Instrument and Controls Asset Family that risk ranks and prioritizes I&C related projects for input into the Long-Term Plan to ensure standardized I&C designed projects are executed in the Hydro system based on risk and priority. 

 

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job.  The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity.  Although we estimate the successful candidate hired into this role will be placed towards the middle or entry point of the range, the decision will be made on a case-by-case basis related to these factors.

A reasonable salary range is:​

Bay Area Minimum: $​140,000

Bay Area Maximum: $​238,00

&/OR​

California Minimum: $​133,000

California Maximum: $226,000

 

Job Responsibilities

Using Instrument Society of America (ISA Standards) as a basis:

  • Create an instrument calibration test equipment list and identify certified calibration test standards labs qualified to test and certify PG&E instrument test equipment.   
  • Assemble instrument bench testing criteria for all instrument types.
  • Build instrument installation and loop testing acceptance criteria.
  • Develop Instrument test documentation standards (bench testing, loop testing, and factory acceptance testing).
  • Create post-commissioning instrumentation calibration verification and testing (surveillance testing).
  • Standardized I&C equipment for form, fit, and function for hydroelectric powerhouses for control, monitoring, and alarming. 
  • Create standard Instrument configurations for Hydroelectric powerhouses based on horizontal and vertical equipment orientation and Pelton and Francis turbine designs.
  • Develop standard canal Instrumentation design for form, fit, and function to meet operational requirements for control, monitoring, and alarming.
  • Create a PLC and DCS logic factory acceptance testing procedure to ensure logic functions as specified and digital and analog inputs and output signals are functional. 
  • Develop acceptance criteria for PLC logic reviews.
  • Construct standard logic configuration for PLC or DCS based controls for governors and exciters (standard control strategies with PID controllers, cascade control, advanced algorithms as required).
  • Review I&C related project designs to ensure adherence to standards.
  • Create SCADA integration and HMI design standards.  
  • Ensure cybersecurity standard adherence.
  • Assemble a I&C Library for all documentation, standards, procedures.
  • Work with maintenance planners to create I&C equipment records in SAP WM with maintenance plans.      
  • Support the development of an updates I&C Technician apprenticeship and associated training program.
  • Leads development of program goals and metrics to meet company goals and objectives. Collaborates across organization to ensure alignment of goals to support program. 
  • Responsible for utilizing other departments and teams to meet program goals. 
  • Coaches and mentors less experienced employees.
  • Solves unique and complex problems, anticipating issues and developing innovative solutions.
  • Demonstrates strategic leadership with internal stakeholders to support Company goals.
  • Develops or provides significant input to PG&E leadership, other utilities with similar programs, industry and/or regulatory decision makers to influence
  • Travel will be required.

 

Qualifications

 

Minimum:

  • Bachelor degree or equivalent experience
  • 10 years of related experience or equivalent

Desired:

  • Experience as a field I&C technician or I&C engineering. 
  • Ability to review and I&C designs for form, fit, and functionality.
  • Ability to use understanding of the business to help drive strategic decision making, and to recommend operational improvements.
  • Deep knowledge and expertise of business and or industry drivers.
  • Familiarity with ISA Standards. 
  • Skillful at understanding control, monitoring, and alarming functionality to ensure I&C systems provide the function required by operations.
  • Understanding the need to simplify I&C systems maintenance requirements from maintenance perspective. 
  • Ability to create compelling business cases based on complex business environments and inputs.
  • Adept at addressing issues with diplomacy and tact.
  • Primarily office environment with extensive use of personal computers, telephone conversations, conference calls and in person meetings.
