Department Overview

Power Generation operates and maintains PG&E's hydroelectric, fossil, solar generation, and battery storage facilities, providing approximately 5,300 megawatts of generating capacity for our customers. Our nearly 900 coworkers are dedicated to delivering safe, reliable, and cost-effective generation to California in an environmentally responsible manner. Our hydro facilities include 62 conventional hydro powerhouses, a pumped-storage facility, 98 reservoirs, 168 dams and more than 200 miles of canals and flumes, among other water conveyances. Natural gas-fired plants in operation are Humboldt Bay Generating Station in Eureka; Colusa Generating Station in Colusa County and Gateway Generating Station in Antioch. Several utility-scale solar generation plants also are operated and maintained, as well as PG&E’s successful entry into battery energy storage, our Elkhorn Battery facility at Moss Landing in Monterey County.

 

Position Summary

This position headquarters is flexible within the PG&E Hydro Service Territory.

The Principal Program Manager reports to the Manager of Asset Management (AM) and will work cross-functionally across the Power Generation organization to develop a new Instrument and Controls (I&C) Program. This position will collaborate with AM engineers also assigned to support the program.

 

The AM I&C program team will engage with Project Engineering and Operations & Maintenance (O&M) to develop I&C investment prioritization for both capital and expense budgets in the Long-Term Plan. The team will review risks across dam, conveyance, and powerhouse asset families to ensure a comprehensive I&C investment strategy.

 

In addition to investment, the I&C program will also focus on instrument maintenance and calibration requirements, operational tools and support, and operational data analysis and monitoring.  Program management of funding and standards to improve the integration and use of software for more advanced operational data analytics is also included – any changes will be closely aligned with the Propel project.   

 

This position will focus on overall program development, including: program definition, budget, planning, prioritization, roles and responsibilities, leadership progress reports and oversight, and organizational/AFO alignment. This position will also help support GRC data requests related to I&C investment. 

 

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job.  The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity.  Although we estimate the successful candidate hired into this role will be placed towards the middle or entry point of the range, the decision will be made on a case-by-case basis related to these factors.

A reasonable salary range is:

Minimum Base Salary (Bay Area)           $ 140,000.00

Maximum Base Salary (Bay Area)          $ 238,000.00

 

OR

 

Minimum Base Salary (California)          $ 133,000.00

Maximum Base Salary (California)         $ 226,000.00

 

Job Responsibilities

Lead development of program documents and requirements in alignment with PM-1019S.

Establish I&C program governance used to tracked progress and status of various I&C program deliverables from various owners and stakeholders.

Actively participate in the LTP process to ensure program alignment. Support the general rate case.  Track and provide estimates and funding for I&C program projects/deliverables.

Coordinate and facilitate routine cross-functional meetings to maintain organizational and leadership consensus regarding program scope and priorities.

Ensure all management of change (MOC) requirements are met when change results from program policy or guidance.

Manage budget and staffing (internal or contract) to execute program objectives on schedule.

Provide routine leadership updates on program progress to ensure both visibility and accountability.

Participate in technical guidance development.

Manage or work with AM project managers to ensure instrument maintenance and testing is being performed in compliance with internal and external standards, and plan SME inspections as required.      

 

 

Qualifications

 

Minimum:

  • Bachelor degree or equivalent experience
  • 10 years of related experience or equivalent

 

Desired:

  • Experience as a field I&C technician or I&C engineering.
  • Experience with instrument calibration, maintenance, and commissioning.
  • Familiarity with process hazard analysis, or other means of assessing I&C system risk  
  • Leadership and program development experience.
  • Ability to use understanding of the business to help drive strategic decision making, and to recommend operational improvements.
  • Deep knowledge and expertise of business and or industry drivers.
  • Familiarity with major industry I&C standards (e.g., ISA, IEEE, API). 
  • Familiarity with Power Generation I&C system maintenance requirements. 
  • Ability to create compelling business cases based on complex business environments and inputs.
  • Adept at addressing issues with diplomacy and tact.
  • Primarily office environment with extensive use of personal computers, telephone conversations, conference calls and in person meetings.
