General Statement of Duties

Employee functions in an administrative capacity carrying out special projects as assigned by the Building and Inspections Director. This employee directs, manages, supervises, and coordinates the activities and operations of the Buildings and Inspections Department. This employee will assist with key departmental functions, including coordinating assigned activities with other divisions, departments and outside agencies. Provides highly responsible and complex administrative support to the Buildings and Inspections Director. Performs related duties as required.

KNOWLEDGE OF:

Principles and practices of program development, implementation and administration. Methods and techniques of statistical data collection and analysis.

Principles and practices of municipal budget preparation and administration.

Principles and procedures of financial reporting. Principles and procedures of management systems and reporting.

Principles of supervision, training and performance evaluation.

Pertinent federal, state and local laws, codes and regulations.

Modern and older methods, practices, and materials of general building construction.

Methods and techniques of inspections related to zoning and building codes.

Construction reference standards, ordinances, regulations, policies, and procedures.

Safety policies and procedures.

Principles and procedures for developing goals, objectives and management plans.

SKILL TO:

Operate appropriate computer equipment; use properly all related hardware and software. Operate assigned vehicle in the course of duty.

Interpret and apply applicable Federal, State and local policies, laws and regulations. Communicate clearly and concisely, both orally and in writing.

Examples of Work Performed:

Coordinates the organization, staffing, and operational activities for the assigned area of responsibility within the Buildings and Inspections Department.

Participates in the development and implementation of goals, objectives, policies, and priorities; recommends and implements resulting policies and procedures. Identifies opportunities for improving service delivery methods and procedures; identifies resource needs; reviews with appropriate management staff; implements improvements.

Directs, coordinates, and reviews the work plan for assigned services and activities; assigns work activities and projects; monitors work flow; reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems.

Selects, trains, motivates, and evaluates personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures; oversees other personnel issues and concerns; ensures payroll issues are addressed.

Prepares specialized reports for submission to City Manager, City Council, and other governmental groups as required; prepares correspondence as needed.

Performs inspections; enforces building, zoning, and municipal code regulations; interprets code requirements and policy guidelines; consults with peers and Director on issues of interpretation of codes, new policy adoption, etc.

Maintains current knowledge of current techniques and materials used in building construction.

Assists those contacted in the course of duty in an effective, efficient, and professional manner.

Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within departmental policy, appropriate service and staffing levels.

Participate in the development and administration of the department's annual budget; participate in the forecast of funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; implement adjustments.

Conduct a variety of organization studies, investigations and operational studies.

Serve as staff on a variety of boards, commissions and committees; prepare and present staff reports and other necessary correspondence.

Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

Perform related duties as required.

Required Education and Experience

Each applicant must have a Bachelor's Degree from an accredited college or university in Architecture, Engineering , Building Construction or area of operational expertise and five years of progressively responsible experience in the design construction or enforcement of building codes.

Registration with the State of Ohio as a Professional Engineer or Architect is preferred.

Where a specialized certification or experience is required for the position, a substitution may be permitted to replace educational requirements.

OTHER REQUIREMENTS:

Must have a valid Driver's License.

Must have, or ability to obtain, a Building Official Certification from the Ohio Board of Building

Must have, or ability to obtain, Master Plans Examiner Certification from the State of Ohio Board of Building Standards.

Must have, or ability to obtain certification as a Building Inspector from the State of Ohio Board of Building Standards.

Standards for residential and commercial/non-residential purposes.

Working and Physical Conditions

Environmental Conditions:

Office environment: exposure to computer screens; some travel within the City required. Physical Conditions: Duties require maintaining physical condition necessary for standing and sitting for prolonged periods of time; manual dexterity; may be required to operate assigned vehicle.
