Migrant Education personnel are professionals who work with an externally funded program in connection with the division's multitude of outreach and engagement activities. The Migrant Education Program (MEP) is delivered under contract with the Illinois State Board of Education. The Migrant Education State Recruiter is the state recruiter for eligible migrant children throughout the State of Illinois. Employee will travel throughout Illinois (travel is reimbursed) and must be bilingual in English-Spanish. This position will serve the southern 1/3 of the state of Illinois, including, but not limited to south of Decatur and Springfield.

Position Summary

The Migrant Education State Recruiter is responsible for identifying and interviewing grant-eligible children. Will work with school districts, social service providers, migrant programs and employers, and others. Will learn and stay current with all Federal and State regulations, responsible for recruiter training programs. There are several recruiters geographically located in places where migrant families typically are employed - this position is the state recruiter who is responsible for the southern 1/3 of the state of Illinois. This position is grant-funded.

Essential Duties and Responsibilities

Recruiter for Migrant Children Across Illinois

* Recruit MEP-eligible migrant children and encourage children and their parents/guardians to participate in program services.
* Maintain current knowledge about all Federal and State regulations

pertinent to the identification and recruitment of migrant children and

youth.
* Research potentially-eligible migrant populations in targeted areas of

Illinois by working collaboratively with school districts, social service

providers, migrant programs, migrant employers, and others.
* Follow up on leads and travel to various locations throughout the state

of Illinois including migrant housing, employment sites (farms and

processing plants), social service agencies, school districts, and other

locations, to identify the presence and location of migrant children.
* Work with local grantees to ensure areas within their responsibility are

covered.
* Cover areas of the state which are not part of the local grantees'

territory.
* Work collaboratively including, but not limited to, reporting findings

regarding the presence of MEP-eligible children to the Illinois State

ID&R Coordinator in a timely manner and plan follow-up activities and

any changes in the recruitment plan jointly.

Identification of Migrant Children and Determination of Pre-Eligibility

* Identify and interview potentially-eligible children and families and explain the MEP to them.
* Assist in the preparation and delivery of training to various personnel

like business HR people and school district staff, providing technical

assistance, as needed.
* Facilitate communication among migrant families, school/MEP

programs, and communities, and serve as an advocate for MEPeligible

children.
* Maintain sensitivity to the strengths and challenges of the migrant

population and culture.
* Complete the appropriate paperwork, including Certificates of

Eligibility (CoE), Out of School Youth Profiles, and Migrant Education

Program Recruiter Logs.
* Work closely with the Eligibility Coordinator to ensure CoEs are

accurately completed and information is submitted in the proper

systems.
* Participate in Quality Control procedures as they relate to training, eligibility determinations, and documentation.

Technical Assistance and Training

* Plan, coordinate and participate in monthly recruiter training and CoE training to local grantee staff including additional training in programs who submit consistently inaccurate CoEs
* Participate in technical assistance programs from IL MEP and Identification and Recruitment Consortium (IDRC) for MEP project personnel in completing required COE information, data analysis, and maintaining various records as need by entities.
* Expand the network of individuals and agencies capable of contributing to the knowledge of migrant populations in Illinois.

Evaluation and Program Improvement

* Oversee data collection and analysis for meeting federal and state requirements.
* Conduct a continuous improvement process that upgrades methodologies, technologies and reference materials, producing metrics that establish program accountability.
* Plan, coordinate and participate in monthly recruiter training and CoE training to local grantee staff including additional training in programs who submit consistently inaccurate CoEs
* Participate in technical assistance programs from IL MEP and Identification and Recruitment Consortium (IDRC) for MEP project personnel in completing required COE information, data analysis, and maintaining various records as need by entities
* Expand the network of individuals and agencies capable of contributing to the knowledge of migrant populations in Illinois.

Minimum Required Qualifications (Civil Service)

* High school diploma or equivalent.
* One (1) year (12 months) of experience (paid or unpaid) in advocacy, social services or educational systems to support immigrant, Latinx or other refugees.

when farmworker families are available

3. Ability to complete extensive travel across the state, individually

traveling to remote, rural locations, meeting with migrant/farmworker

employers and employees (must include insured auto and valid drivers license) with occasional overnight stays.
