Purpose of Classification:
The purpose of this classification is to drive or operate sanitation trucks and other specialized equipment in the performance of general maintenance activities for the City within city limits and surrounding areas.
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Operates various equipment and vehicles to complete tasks related to the maintenance and upkeep of City grounds, property, rights-of-way, and other infrastructure for departmental operations: drives vehicles over public roads, work sites, rights-of-way, parks, public works facilities, and other City property; maneuvers in and around traffic, parked cars, equipment, and other obstacles; obeys all traffic laws and safety guidelines; and monitors immediate environment and work area to ensure the safety of operator, other workers, the equipment, and the public.
Drives and operates rear-loading and semi-automated sanitation trucks to collect solid waste along an assigned route: positions vehicle to allow for the most efficient and effective loading or dumping of materials; monitors and adjusts pace of vehicle and collection activities to ensure timely completion of route; operates mechanisms on truck to secure and collect waste; ensures that load is properly balanced, covered, and contained; and repairs, picks up and delivers roll-out carts, waste and recycling containers as needed.
Drives and operates vehicles used in the collection and disposal of residential yard debris. Performs as an essential employee during storm preparation and clean-up.
Participates in an "on-call" rotation for emergency after hours business needs.
Operates tractor systems to mow rights-of-way, parks, and other City property: operates equipment along steep slopes, ditches, and hard-to-reach areas; scouts path for and removes rocks, debris, and other obstacles that may cause damage to the equipment, property, or the public; determines proper settings and adjusts for proper angle, height and trajectory; and maneuvers and monitors mower for optimal operation.
Performs manual labor in support of grounds and rights-of-way maintenance and other City property, including but not limited to occasional support: mows grass; edges buildings, roadways, landscaped areas, driveways, and sidewalks.
Responds to reports of lost, abused or nuisance animals: traps, catches, and impounds animals; handles, lifts, and carries animals, restraining as appropriate; handles frightened, fractious, and injured animals; checks animals for signs of rabies, disease, or other illnesses; quarantines animals as necessary; transports animals to shelter; feeds, waters, and exercises animals; cleans kennels; and provides related care of animals housed in shelter.
Assists with special events and other City activities as assigned: installs, erects, or hangs event, seasonal or holiday decorations; assists with traffic control during events; assists with cleanup after events; responds to emergency and disaster situations as needed; and provides assistance to other departments as directed.
Inspects and prepares equipment for safe and proper operation prior to beginning work for the day: performs light maintenance on equipment, which includes changing oil, refueling, and refilling lubricants; cleans vehicles, beds, and mounted equipment upon completion of assignments; and secures vehicle after use.
Follows established safety procedures: utilizes safety equipment and wears protective gear; monitors work environment to ensure safety of employees and other individuals; monitors traffic conditions surrounding trucks/equipment to identify obstructions, pedestrians, or unsafe traffic conditions; flags and directs traffic and places markers, signs and cones around project/work site to ensure safety of crew and the traveling public; and reports any incidents, accidents, problems, or unusual situations.
Operates or uses various equipment, power tools, hand tools, and supplies in order to complete work assignments: operates and maintains sanitation truck, leaf truck, brush truck, bush hog, dump truck with trailer, tractor loader, mowers, chain saw, shovels, rakes, and other tools and equipment.
Communicates with supervisor, other City employees, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
Regular Attendance: Consistent and reliable in-person attendance to ensure effective teamwork, collaboration, and communication with colleagues, clients, and community members. This includes but is not limited to attending scheduled meetings, participating in on-site or off-site events, and being available during standard work hours. The City will attempt to accommodate any reasonable adjustments as outlined by the ADA.
Additional Functions:
Performs other related duties as required.
Minimum Qualifications:
High School Diploma or GED required; supplemented by one year of experience in driving and operating sanitation and other specialized maintenance equipment; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required: Must possess and maintain a valid South Carolina Commercial Driver's License (CDL) Class A or B.
Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all City or departmental policies, practices, and procedures necessary to function effectively in the position.

Includes exercising discretion in determining data classification, and in referencing such analysis to established standards for the purpose of recognizing actual or probable interactive effects and relationships.

Verbal Aptitude: Requires the ability to utilize a wide variety of reference and descriptive data and information, such as work orders.
Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division. May include counting, recording of counts, and basic measuring.
Functional Reasoning: Requires the ability to carry out instructions furnished in written, oral, or diagrammatic form. Involves semi-routine standardized work with some latitude for independent judgment concerning choices of action.
Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving a variety of generally pre-defined duties which are often characterized by frequent change.

Physical Ability: Tasks require the ability to exert moderate, though not constant physical effort, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, crawling, and prolonged standing, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds).
Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.
