General Description:
The Specialist, 21st Century Community Learning Centers (21st CCLC) is responsible for planning, developing, implementing, monitoring, and evaluating the 21st CCLC after-school and summer programs at all sites in Richmond Public Schools. The Specialist leads the development of 21st CCLC grant applications submitting state and federal reports, preparing and monitoring the 21st CCLC budget for all sites, and driving forth efforts to sustain and grow 21st CCLC programming division-wide. The Specialist is responsible for supervising the implementation of the action steps and adherence to goals and objectives prescribed in the 21st CCLC grant applications according to Virginia Department of Education (VDOE) guidelines.

Essential Duties and Responsibilities:
  • Oversees the coordination of activities and day-to-day operations of the 21st CCLC program sites in after-school and summer programs
  • Facilitates 21st CCLC programming at individual sites as needed, depending on need
  • Provides support to 21st CCLC co-applicants at RPS school sites
  • Maintains scheduled, frequent contact with program coordinators to customize programming, solve problems, and provide targeted support
  • Ensures compliance with grant guidelines, with the goal of improving student academics, attendance, behavior, promotion rates, and graduation rates
  • Ensures 21st CCLC programming and staff are in compliance with division and state organizational policies and procedures
  • Keeps abreast of changes and updates for 21st CCLC grant compliance requirements
  • Responsible for maintaining budget expenditures and ensuring compliance with all expenses
  • Monitors and enters payroll to ensure alignment with budget allocations and local guidelines for employee compensation
  • Compiles regular reports reflecting all activities, attendance, participation, or other data as needed and enters data in reporting systems, as required
  • Leads the collection of required data, creation of applicable spreadsheets, and preparation of reports for timely submissions to the Virginia Department of Education and other appropriate agencies
  • Requires, manages, and provides staff development opportunities for staff and volunteers and conducts regular staff meetings
  • Organizes efforts to recruit and negotiate community-based organizations and volunteers for programs, including parents and community leaders
  • Maintains marketing and public relations protocols to increase the visibility of 21st CCLC programs, services, and activities within the community, including hosting the 21st CCLC booths at open houses, parent nights, health fairs, etc.
  • Works collaboratively with the RPS Office of Grants Compliance and Monitoring
  • Works collaboratively with division and school leadership teams and staff
  • Attends training as required
  • Performs all other duties as assigned
  • Maintains confidentiality of information at all times

Qualifications:
  • A bachelor's degree from an accredited four-year college or university in an education-related field is required; a Master's Degree is preferred. Experience in grant monitoring or 21st CCLC programming preferred
  • Ability to understand budgets, and/or federal fund regulations
  • Ability to plan, develop, implement, coordinate, and provide technical assistance to all persons involved with the implementation of the activities supported under 21st CCLC grants
  • Ability to communicate effectively and work cooperatively with a diverse target audience
  • Ability to assume leadership and keep a variety of activities on track Excellent organizational skills, ability to work independently, and implement effective decision-making skills toward the completion of assigned tasks
  • Ability to establish and maintain positive professional working relationships and work in a cooperative and collaborative manner with administrators, supervisors, managers, external stakeholders, students, and families
  • Experience in analyzing data, and using this data for process and program improvements and to inform the strategy
  • Commitment to diversity, equity, and inclusion and the ability to work collaboratively with diverse people toward common goals
  • Proficient in Microsoft Word, Excel, PowerPoint, and Google Suite, with a willingness to learn and adapt to new software and technology as required
  • Must be able to work a flexible schedule, including evening hours
