The Fats, Oil, and Grease (FOG) group is seeking a highly skilled Permit and Regulatory Compliance Specialist to join our team. In this key role, you will be responsible for ensuring the County stays compliant with all relevant permits and regulations, with a focus on fats, oils, and grease management. With a 4-day, 10-hour shift schedule, this is an excellent opportunity to balance work and personal life while contributing to the success of the FOG group. Reviews and prepares permit documents and issues permits for new construction or modifications to facilities;

Reviews permit reporting requirements to ensure compliance with permit conditions;

Reviews wastewater facilities for compliance with permits;

Collects and reviews required data and drafts reports for compliance;

Reviews monitoring frequencies and parameters in accordance with permit conditions;

Reviews proposed new or regulatory changes and drafts recommendations for management review and implementation;

Conducts meetings with business and industry, on behalf of the department, to ensure permit compliance;

Attends and participates in permit violation hearings;

Prioritizes and delegates work assignments for unit personnel;

Supervises the collection, reporting and documentation of compliance data;

Prepares and participates in the employee performance appraisal process;

Reviews and prepares reports and proposals for new projects;

Leads inspections of regulated and other industrial facilities to evaluate physical/chemical treatment processes, treatment records and related pretreatment functions for compliance with established standards;

Prepares reports detailing inspections results for use in potential criminal and civil enforcement actions;

Leads staff in performance of manual and automatic wastewater sample collection from industrial dischargers, Pima County treatment plants and collection systems;

Leads and supervises pre-permit inspection of businesses/industries to determine category of discharge and appropriate sampling methods;

Supervises staff in response to chemical spills and other wastewater conveyance system problems to perform sample analysis and problem resolution;

Supervises and participates in the training of Industrial Wastewater Inspector Trainees in procedures and techniques.

 

KNOWLEDGE & SKILLS:

 

Knowledge of:

* federal, state, and local environmental requirements for wastewater and regulatory compliance;
* industrial wastewater facility design and operation;
* techniques of wastewater sample collection, preservation and field analysis using manual, mechanical and electronic sampling equipment;
* safety procedures for handling and working with chemicals and toxic waste products, manhole entry and associated traffic control and entry into hazardous environments;
* legal requirements for documenting court cases;
* principles, practices and techniques of wastewater chemical analysis, water pollution control and groundwater contamination;
* principles and practices of office and personnel administration, to include employee supervision, evaluation and training.

 

Skill in:

* using laboratory and electro/mechanical equipment to collect samples;
* collecting and recording data and sample evidence for enforcement actions;
* preparing and maintaining records used in enforcement actions and/or court evidence;
* performing mathematical and statistical computations associated with sample size and discharges;
* reading engineering plans/drawing;
* drafting technical reports and evaluations;
* supervising work-unit activities;
* supervision, evaluation and training of support staff;
* conducting and compiling data for research reports of assigned special projects to management;
* proof-reading and report writing techniques;
* communicating effectively.

(1) A Bachelor's degree from an accredited college or university with a major in environmental science/technology, hydrology, hydro-geology, engineering, biology, chemistry, physics, watershed/wildlife management, hazardous material management, ecology, mathematics, public administration, public health or a closely related field as defined by the Appointing Authority.

(Relevant experience and/or education from an accredited college or university may be substituted.)

OR:

(2) Two years of experience with Pima County as an Industrial Wastewater Inspector or Utility Maintenance Worker II.

OR:

(3) Three years of experience with Pima County as a Wastewater Operations & Maintenance Technician.

OR:

(4) Four years of experience as a Utility Maintenance Worker I.

Preferred Qualifications: (Be specific in describing your experience in your application. Ensure the descriptions provided illustrate your competencies, specifically addressing the required and preferred qualifications.):

* Minimum six (6) months experience and understanding of Fats, Oil, and Grease (FOG) regulations and standards in their application to plumbing and wastewater systems.
* Minimum six (6) months experience working with regulatory agencies, customers, and other stakeholders.
* Minimum one (1) year experience in presenting information to groups of varying sizes and levels of technical expertise.
* Minimum one (1) year experience delivering training sessions to diverse groups of learners (both constituents and staff members) in various learning settings, utilizing existing training materials and resources.
* Minimum two (2) years experience in managing projects and tasks from start to conception to end while meeting deadline requirements.
* Bilingual fluency in both English and Spanish languages. 

Selection Procedure:

Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum/desired qualifications. All applications will be assessed based on an evaluation of the listed education and experience. Candidates meeting the minimum/desired qualifications may be further evaluated/scored against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.

Licenses and Certificates: Valid driver license is required at time of application. Valid AZ driver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant's suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services' review and approval of the candidate's driving record. Some positions require a valid Arizona Class D driver license at time of application or prior to completion of an initial or promotional probation period. Failure to obtain/maintain the required certification/licensures shall be grounds for termination.
