ESSENTIAL DUTIES AND RESPONSIBILITIES

Under the direct supervision of the Executive Director, Champions' Administrative Analyst will be responsible provide support for all Champions programs and activities on projects assigned by the Executive Director. Champions program include the following:
  • Outpatient, residential, and in-custody substance use disorder (SUD) programs
  • CalAIM Enhanced Care Management and Community Supports programs
  • Batterers' Intervention, anger management, and parenting education programs
  • Sober living, transitional, and permanent supportive housing programs
  • Youth intervention services

Program support activities may include, but not limited to the following: vehicle, equipment, and supply purchasing; real estate acquisition, development, rehabilitation, and leasing projects; financial analysis, budget development, and reporting; contract analysis, compliance, and reporting; staff training and support; fundraising and event planning; grant writing, proposal development, and program development; social media and marketing; quality assurance, internal auditing, and monitoring support; and temporary program management.

Summary of essential job functions/responsibilities
  • Analyze and propose the best allocation of company and programmatic resources.
  • Analyze requests for proposals, grants, business opportunities, applications, and contracts and ensure compliance with stated mission, goals, regulations, and guidelines.
  • Develop, implement, and manage systems and processes to maximize the effectiveness and responsiveness of Champions programs and services.
  • Analyze electronic health records (EHR), reporting, and billing systems to ensure compliance with contracts, state regulations, and Champions policies and procedures.
  • Evaluate program operations and activities in terms of over-all effectiveness and compliance; implement improvements and modifications as necessary; and adjust overall goals and objectives in response to program directives and/or client needs.
  • Purchase specialized vehicles, equipment, and supplies in accordance with Champions' Fiscal Policies & Procedures.
  • Oversee real estate acquisition, development, rehabilitation, and leasing projects as assigned.
  • Oversee fundraising and event planning, including Recovery Fest, Annual Graduation, etc.
  • Serve as interim program manager for programs needing temporary leadership.
  • Act as professional and managerial resource to program staff, project teams, and clients in a positive and supportive manner.
  • Collaborate with Champions Programs, community providers, managed care plans, partner agencies, and county agencies to secure funding, resources, and technical services necessary to achieve Champions' mission/vision, goals, and objectives.
  • Coordinate and participate in collaborative community activities, programs, and projects to maximize available resources and responsiveness to clients; provide necessary and requested resources; act as team member/ leader for assigned projects/opportunities.
  • Participate in budget preparation and administration of Champions Programs; preparing cost estimates/projections, submitting justifications for requested resources, and monitoring and controlling expenditures.
  • Develop assessments, tracking/reporting databases and forms, business plans, grants, and proposals as necessary.
  • Participate in regular staff meetings in order to address client needs, program issues, and assist in the integration of services for clientele.
  • Develop, implement, and manage implementation of Champions outreach, awareness, and marketing materials, activities, events, social media, and website.
  • Assist in the preparation of grants to expand the scope of Champions services.
  • Research and evaluation of Champions growth opportunities.
  • Assist programs with the development of policies, procedures, forms, and tracking tools.
  • Assist programs with the completion of programmatic monitoring and audits.
  • Travel between offices to meet staff and community partners.
  • Participate in applicable meetings, trainings, conferences, etc. as required both internally and externally.
  • Remains culturally sensitive and respectful in all client and staff interactions.
  • Adheres to all client confidentiality requirements & standards.
  • Performs other duties as assigned.

Position Requirements
  • Experience: Two years of increasingly responsible clinical and/or administrative experience in human services, behavioral health, substance use disorder, or related programs, including at least one year of supervisory responsibility; experience working with individuals with a history of mental illness, substance abuse, and homelessness; knowledge of evidence-based treatment approaches. Proficient in the area of program development and evaluation. Working knowledge state and federal regulations relating to mental health services and substance abuse treatment; including HIPAA and Medi-Cal insurance. Must possess knowledge and skills related to social service case management, supervising program service delivery, and outcome measurements.
  • Education: 1) Master degree in Social Work, Marriage & Family Therapy, Public Health, or related field; 2) Bachelor degree in social work, psychology, human services, or related field and 2 years of supervisory experience; or 3) High school diploma and 2 years of experience managing social service programs.
  • License or Certificate: Valid California Class C Driver's License and clean driving record required (verified by DMV at hire and periodically). First Aid and CPR certifications obtained within 90 days of employment and maintain current thereafter.
  • Other: Criminal background clearance required.
