Public Services Assistant Lead

EXAMPLES OF DUTIES
* Assist with coordination of construction or maintenance projects and/or inspects mowing contracts and/or has responsibility for monitoring and verifying equipment rental usage contractors. May coordinate crew assignments.
* Perform a variety of advanced level work, such as layout concrete forms, repair equipment; install pilings, excavate using boom equipment, load and transport heavy equipment.
* Performs duties associated with the County's snow and ice policies.
* Operates surveying equipment for maintenance and construction activities, takes cross sections and determines elevations.
* Records field data and makes calculations.
* Meets with property owners to describe highway work activities and obtain permission to enter property when necessary.
* Directs multiple activities of construction or maintenance work such as laying pipe, concrete coring, earthwork, and asphalt paving for compliance with plans and specifications.
* Oversees work of others who perform single activities.
* Draws/plots preliminary maps and sketches from survey field notes.
* Complete daily work reports.
* Reads engineering plans and specifications for construction, maintenance and repair of roadways and bridges.
* Performs moderate/intermediate calculations of quantities of materials and cost estimates and check others' calculation of quantities.
* Serves as a temporary Crew Leader as needed, trains new employees.
* Learns bridge components and nomenclature.
* Attends required training classes.
* Oversees Maintenance field activities.
* Records company personnel and equipment hours for work performed on project for contract work.
* Learns to review project estimates or contract proposals for roadway projects.
* Must be able to plan, organize, assist and inspect the proper installation of routine traffic control with MUTCD standards current edition.
* Performs additional duties as assigned.
DESIRABLE KNOWLEDGE, SKILLS, ABILITIES, TRAINING, AND EXPERIENCE
* High school graduate.
* Eight years of construction or roadway maintenance experience preferred.
* College coursework related to any of these fields will substitute for experience on a year for year basis. (Engineering technology, construction management, engineering science, engineering mechanics, geology, earth science, industrial drafting, design technology, construction technology or a related field.

GENERAL NATURE OF WORK
This is skilled and semi-skilled work in the construction and maintenance of streets, roads, bridges and other county transportation related facilities. Responsible for acting as a working supervisor for the work crews engaged in the maintenance and paving of County roads and streets and other related tasks. Generally works as the supervisor to an assigned crew but may be assigned to work alone. Duties are performed under general supervision
NECESSARY SPECIAL REQUIREMENTS
* Must be 18 years of age.
* Must possess a valid driver's license and Class A Commercial driver's license in this classification.
* The employee must successfully completed the Kentucky Road Master Program prior to appointment in this classification.
* Must complete KTC Work Zone Traffic Control Coordinator course within 6 months of appointment.
* Must be able to respond to emergencies and be on call 24 hours per day, 7 days per week.
OTHER REQUIREMENTS
* Must be able to lift (80) pounds or more to a height of four (4) feet or more.
* Must be able to work extended periods of time using heavy duty powered hand tools such as chain saws, weed eaters, compaction equipment, jack hammers, etc. or to use hand tools such as hammers, shovels, rakes, etc.
* Must be able to work extended hours in weather conditions which may range from extreme heat to extreme cold and which frequently may be inclement.
* Must be able to work at heights of twenty (20) feet or more.
* Must be able to sit, stand or walk for extended periods of time.
* Eye sight must correctable to 20/20 vision.
* Hearing must be within normal acceptable range of 20-25 with or without a hearing aid.
