Summary of Responsibilities:

Under the general direction of the C&Y Specialized Services Supervisor, this person is responsible for delivery of programming that provides an opportunity for children and families to receive active, educational, and supportive services to improve parenting, homemaking, budgeting skills and overall family functioning. This person assesses homes upon each visit, makes recommendations as needed, monitors, and reports progress. Emphasis is placed on health and/or safety concerns for families receiving Children and Youth Services. The Specialized Service Provider works with the family on achieving the Family Service Plan Goals, reunification, and stability. Duties are conducted in accordance with all existing policies, procedures and regulations in accordance with the Mission and Values of the Company. This position has been designated to be a part of the County's CYS workforce for purposes exclusive to the proper handling of consumer information as is required by SAM privacy policies.


Essential Functions:

Provide Parent Education.

  • Provides supports and coaching to parents utilizing the STEPS method (STEPS: Support, Teach, Educate, Parents) and ESP (Effective Safe Parenting) techniques.

Develop Support Systems.

  • Assists parents and families in building informal support networks that promote positive relationships.

Assessment and Referral.

  • Work with parents and families in assessment areas of strength and need. Complete referrals for available supports in the community.

Facilitate Visitation (as needed).

  • When needed, assist with the coordination and oversight of supervised visitation. Assist and coach parents in providing safe parenting techniques.

Case Management

  • Complete intake process (when needed), assist in goal planning, coordinate services to support in achieving goals, monitor progress during scheduled meetings with families, and evaluate progress.

Education & Experience:

Preferred: Bachelor's Degree which includes successful completion of 12 college credits in sociology, social welfare, psychology, gerontology, criminal justice, or other related social sciences; or 2 years of experience as a County Social Services Aide 3 and two years of college level course work, which includes 12 college credits in sociology, social welfare, psychology, gerontology, criminal justice, or other related social sciences; or any equivalent combination of experience and training which includes 12 college credits in sociology, social welfare, psychology, gerontology, criminal justice, or other related social sciences and one year of experience as a County Social Services Aide 3 or in a similar position performing paraprofessional case management functions.

Considered: High School Diploma or GED with at least 5 years' experience in providing personal care services in the community, residential settings, or experience teaching/educating others.


Employment Requirements:

Automobile and Valid Insurance, Valid Pennsylvania Driver's License, acceptable Motor Vehicle Record Check, Act 33 and Act 34 Clearances, FBI Fingerprint Clearance, Social Security Card, Immigration and Naturalization (I-9), Drug Screening Clearance


Working Conditions:

Comfortable working and traveling in the community and working on a computer in an open office environment. Proficient in basic computer programs, comfortable communicating through virtual technology, and travel throughout the assigned region may occur and may be in adverse weather conditions, must be able to lift up to 15 pounds.
