Summary Statement

The Global Health Training, Advisory and Support Contract (GHTASC) delivers effective global health programming to advance the mission of the U.S. Agency for International Development (USAID), Bureau for Global Health (GH) through institutional support and workforce development services from junior, mid-level, senior and expert advisory and administrative professionals.

 

Credence and its partner, the Public Health Institute (PHI), are both employers for GHTASC, and are seeking a Tuberculosis Accelerator Advisor under GHTASC. This position will be hired under Public Health Institute (PHI).

 

The Tuberculosis Accelerator Advisor will serve in the Asia Bureau, on the health team within the Office for Technical Services. In this role, they will be expected to prepare testimony for the Hill, elevate USAID programming during international meetings and demonstrate how USAID is moving TB programming forward. 

  

The Advisor will also be responsible for tracking the bilateral Mission efforts under the Accelerator, mentoring Mission TB staff and assisting them to develop implementation plans that include the most advanced and recent programmatic efforts. They will be responsible for leading trans boundary regional data analysis and elevating this to partners in the region, including ASEAN and the Asian Development Bank. 

 

Position Summary: 

The Tuberculosis Accelerator Advisor will primarily support the Office of Technical Services within Asia Bureau as a PHI Institutional Support Contractor (ISC). In this role, the selected candidate supports the monitoring and management of  technical aspects of the expanding Global Health Security Agenda (GHSA) as well as the Tuberculosis work. In both areas, there are a number of countries in Asia that are getting this funding to support programming for the first time, or in significantly increased amounts. Missions will need help in thinking through the best strategic approaches for programming and how to align their work with the USG and USAID announced strategies. This includes supporting  strategy development and contributing to program design, contributing to expert direction to project implementation, and participating in interaction with  representatives among donors on behalf of USAID TB activities worldwide – working at the country, regional, and international levels. The incumbent serves as one of two technical experts in infectious disease for the Asia Bureau and will be expected to contribute to the development of deep country expertise in a suite of countries. The exact countries will be determined at a later date as the team is expanding and there is a realignment of country backstopping. However, as the Bureau covers regions as diverse as Central Asia, Southeast Asia, and the Pacific Islands, there will be a wide diversity in country and technical challenges in TB.

 

In addition, because the Asia Bureau works in an integrated programming fashion, the incumbent is expected to contribute input to how different sectors (economic growth and environment, for example) both affect TB and GHSA as well how those sectors are affected by TB and GHSA. 


 Full salary range for this position is $94,900 to $147,940 per year, with the starting salary determined based on candidate’s knowledge, skills, experience, as well as budget availability.


Essential Duties and Responsibilities: 

  • Supports and evaluates centrally administered projects for TB programming and GHSA strategy development.
  • Supports the monitoring and management of the technical aspects of the expanding Global Health Security Agenda (GHSA) as well as the Tuberculosis work.
  • Supports in strategy development and contributes to program design, contributes to expert direction to project implementation, and participates in interaction with representatives among donors on behalf of USAID TB activities worldwide – working at the country, regional, and international levels.
  • Serves as one of two technical experts in infectious disease for the Asia Bureau and will be expected to contribute to the development of deep country expertise in a suite of countries.
  • Contributes input to how different sectors (economic growth and environment, for example) both affect TB and GHSA as well how those sectors are affected by TB and GHSA
  • Develops project guidance for use by Mission, NGO/PVO staffs and host country officials to ensure project implementation is consistent with Agency strategies.
  • Prepares concept papers and background analyses for new activities and drafts Project Appraisal Documents, Program Descriptions, scopes of work, project evaluation summaries, and other project planning and management documentation.
  • Prepares and ensures timely submission of reports, briefings, conferences, publications, training, and other means of promoting wide understanding of improved knowledge and methods.
  • Coordinates public health activities that assist the Bureau in advancing state-of-the-art approaches for Emerging Pandemic Threats and TB.
  • Reviews and synthesizes basic concepts, hypotheses, and methodologies used in project research and analysis activities and recommends appropriate changes. 
  • Prepares project documentation, such as implementation letters, contracts, evaluations, and other documentation related to project implementation. 
  • Coordinates with other Bureau staff, as necessary, to implement project actions, assuring that the views of technical specialists are reflected in the final product.
  • Supports Mission led technical negotiations for programming.
  • Responds to short term demand for support for travel of principals (talking points on technical issues), coordinates with the GHB on TB technical issues and engages with the inter-agency as needed.
  • Work at least 3 days per week in-person at Washington, DC office.
  • International and domestic travel up to 40% of the time.
  • Performs other duties as assigned.

Qualification Requirements:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. 

 

Minimum Qualifications: 

  • Master’s degree with 6 years of relevant experience, bachelor’s degree with 8 years of relevant experience Associate’s degree with 10 years of relevant experience, or High School graduate with 12 years of relevant experience.
  • US. Citizenship with the ability to obtain and maintain secret clearance. 

Other Qualifications: 

  • Experience in design, implementation, and evaluation of international health programs.  
  • Ability to provide intellectual leadership and operate strategically and programmatically, analyzing complex situations in order to lead in the development of USAID strategic plans, and assessing the impact of host country policies and practices on US Government or USAID programs in the health sector.  
  • Understanding of field and program implementation realities, especially in the context of working with ministries of health and of agriculture. 
  • Demonstrated experience in working with major international donors, multilateral agencies, and nongovernmental/private voluntary organizations.   
  • Excellent interpersonal and diplomacy skills and experience in working effectively in an independent capacity and as a member of a team.  
  • Excellent verbal and written communications skills, including ability to write technical documents and give state-of-the-art presentations to colleagues in and outside of USAID.  
  • Good computer skills.  
  • Ability to work at least 3 days per week in-person at Washington, DC office.
  • Ability to travel internationally up to 40% of the time.
