Under the supervision of the International Foster Care Program Manager, and the Clinical Director this position is part of a service team that provides for the welfare and mental health needs of immigrant and refugee children referred by the Office of Refugee Resettlement (ORR), and placed into foster care.  As Mental Health Specialist, this position will provide therapy services, trainings, assessments and recommendations related to the mental health needs and treatment of children placed in Long-Term Foster Care (LTFC). This is a 37.5 -hour per week position with a client case load that varies from 1 to 12 clients, with the usual average of  6 clients.  The Mental Health Specialist will also assist as a navigator for contracting outside services for children during times of influx, or other situations when back-up is needed.   Some of the therapeutic services are office based, and some are community based to decrease barriers.  The expectation is that driving will occur across counties a few times per week.  The agency will issue laptop and cell phone to assist with community-based services.  Mileage reimbursement is provided.

 


  1. Provide clinical screening upon intake for all Long Term Foster Care referrals within 24-72 hours of admission.
  2. Participate with the Intake Assessment Team for all Division Children Services (DCS) LTFC referrals to make recommendations for appropriate care, placement, and services.
  3. Provide full Psycho-social Assessments for DCS children within five (5) days of placement, as well as mental health updates every 90 days. Assessments are to include screening for human trafficking, child sexual abuse and labor or sexual exploitation.
  4. Enter data from clinical screens, Assessments, and 30 or 90 Case Review mental health updates into the ORR/DCS secure case management website (UAC Portal) in accordance with timelines dictated by ORR.
  5. Develop treatment plans and provide individual on-going weekly therapy for identified foster youth.
  6. Provide family therapy for identified foster youth and foster parents or biological parents in order to stabilize placements with challenging behaviors.
  7. Work with the case managers toward reunification when a suitable sponsor is available, and make recommendations for appropriate transition, safety plans and after care.
  8. Provide information from the psycho-social assessments for the Individual Service Plans, and help facilitate the service and safety plans.
  9. Provide updates of clients on Weekly Roster form for Case Review.
  10. Complete clinical progress notes within 24 hours, and place in client file.
  11. Coordinate and navigate appropriate outside service referrals for youth when such referrals are deemed necessary.
  12. Attend weekly staff meetings, conference calls, and staff development trainings as required.
  13. Maintain child Mental Health files and complete required reports, treatment plans and related paperwork in a timely manner.
  14. Submit CPS reports within 24 hours and Significant Incident Reports within mandated time frames (either 4 hours or 24 hours depending on incident). Enter report information into ORR UAC Portal website.  
  15. Provide occasional support groups for LTFC. Facilitate Peer Support Groups for newly arrived youth who do not speak English if needed.
  16. Meet with Clinical Consult weekly for guidance on therapy treatment planning and methods.
  17. Other duties as assigned.

Minimum Qualifications

  1. MA Degree in Psychology or appropriate social or behavioral sciences.
  2. Experience working with ethnically diverse populations, and common adjustment issues in migrant populations.
  3. Familiarity with common assessment tools used to screen for anxiety, depression and post-traumatic stress, and ability to conduct suicide risk assessments, and complete Individual Safety Planning with at-risk clients.
  4. Two years experience providing therapy for clients and youth with mild to severe mental health problems.
  5. Experience working with diverse faith communities.
  6. Knowledge of trauma, crisis intervention, communication skills, and family dynamics, with emphasis on how trauma and abuse manifests  in child and adolescence behavior. 
  7. Good oral and written communication skills.
  8. Ability to work well within collaborative team atmosphere.
  9. Valid WA driver’s license and liability coverage according to Agency requirements.

 

PREFERRED QUALIFICATIONS:  (Qualifications which are desired in applicants; however, applicants without these qualifications will not necessarily be excluded from consideration, if they possess minimum qualifications.)

  1. PhD in clinical psychology or appropriate behavioral science.
  2. At least two years in a leadership or supervisory role.
  3. Familiarity with foster care, and attachment issues resulting from family separation, and country of origin, and trafficking of minors across borders.
  4. Bi-lingual in Spanish
