The Montana Department of Public Health and Human Services (DPHHS) has a career opportunity within the Health and Community Services Division.

The mission of the Human and Community Services Division (HCSD) of DPHHS is to assist individuals and families to meet basic needs and become economically self-sufficient. The division provides cash assistance, employment training, supplemental nutrition assistance, Medicaid eligibility, nutrition training, energy assistance, weatherization, and other services to help families move out of poverty and toward healthy independence.

The Division Administrator provides leadership and direction to the division including planning, developing, and implementing a comprehensive statewide system to serve, support, and protect Montana's vulnerable citizens. Other key responsibilities are establishing goals, objectives, and priorities for division activities; designing and implementing service delivery strategies; promulgating rules and policies; implementing changes in the state public assistance system; and overseeing service review and quality control programs to ensure operations are conducted in compliance with state and federal regulations.

This position directly supervises 4-5 staff and indirect supervisory responsibilities for approximately 500 employees.

Qualifications for this Career Opportunity

* Knowledge of public administration including the legislative process and management of programs with statewide impact.
* Knowledge of federal and state rules, regulations and payment methodologies that govern the Medicaid, Medicare, SNAP, and LIHEAP programs.
* Ability to develop and implement innovative and unconventional approaches to challenging situations.
* Ability to establish one's credibility and use data to directly persuade or convince others to support an idea or direction.
* Ability to direct and coordinate the financial and budget activities to fund operations and increase efficiency.
* Meet minimum qualifications:
* Bachelor's degree in business or public administration, health, human services, or a directly related field.
* Five or more years of senior-level management and supervisory experience of large programs with substantial staff and budgets.
* Preferred specific work experience with Medicaid or Medicare eligibility.
* Other combinations of related education and experience may be considered on a case-by-case basis.

Additional Information

This position may be eligible for partial telework within the state of Montana. Specific conditions will be provided by the supervisor and must adhere to state policy.

This position may be eligible for a statutory 4% an hour base pay increase effective July 1, 2024.

This position may be eligible for moving and relocation reimbursement. Specific conditions will be provided by the supervisor and must adhere to DPHHS policy.
