DISTINGUISHING FEATURES OF THE CLASS:
This position is responsible for developing, implementing, and maintaining the Equal Employment Opportunity Policy and the Employee Training Program. The incumbent conducts studies and analyzes departmental employment practices to define problem areas with regard to employment practices and training needs. While general supervision is received from administrative personnel, general supervision is exercised over assigned personnel. Does related work as required.
TYPICAL WORK ACTIVITIES: (Illustrative only)
* Monitors departmental employment policies and practices for compliance with Equal Employment Opportunity Program;
* Prepares the Affirmative Action Policy;
* Assists in coordinating major Affirmative Action Recruiting programs for Police and Fire positions;
* Researches and analyzes employment practices to define problem areas with regard to the utilization of minorities, the handicapped, and women in departmental services;
* Advises department heads concerning Equal Employment Opportunity laws and how they are applied to the employment process by providing orientation and distributing materials;
* Determines training needs for employees by conducting studies and evaluating results;
* Selects and/or trains instructors for training programs;
* Acts as liaison between public and private agencies and organizations concerning training activities for employees;
* Prepares detailed Federal Equal Employment Opportunity reports and maintains Equal Employment Opportunity records.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:
* Thorough knowledge of Federal, State and local laws and policies as they relate to Equal Employment Opportunity and Affirmative Action Programs;
* EEO Investigation or FMLA & ADA certification, preferred;
* Thorough knowledge of modern training methods and procedures;
* Thorough knowledge of local government structure;
* Ability to collect, analyze, and interpret complex written material;
* Ability to instruct and train others;
* Ability to establish and maintain effective working relationships with others;
* Ability to effectively communicate both verbally and in writing;
* Ability to prepare narrative and tabular reports, initiative, resourcefulness and integrity;
* Physical condition commensurate with the demands of the position.
