THIS POSITION WILL REMAIN OPEN UNTIL FILLED 

The Assistant County Solicitor functions out of the Solicitors Office to provide legal services for in-house analysis of federal, state and local law. This attorney shall be responsible for, among other duties, the crafting of resolutions and ordinances and for providing legal advice on matters of legislative decisions, tax, human services and personnel.Responsibilities:

* Advise and counsel on legislative issues;
* Advise and counsel on personnel, tax and human service issues;
* Ability to draft resolutions and ordinances;
* Provide written legal opinions to Luzerne County employees and to Luzerne County Councilmembers where needed;
* Monitor conformity to all Pennsylvania municipal laws.
* Possess an excellent knowledge of the Luzerne County Charter and all Luzerne County Codes and Policies;
* Be available by telephone on a 24-hour per day, 7 day per week basis;
* Represent Luzerne County in all levels of civil litigation.
* Other duties as assigned.

 

Knowledge/Skills/Abilities:

* Knowledge of the common law and of the county, state and Federal laws, particularly in regard to general administrative and regulatory functions of county government;


* Knowledge of the judicial procedures and of the rules of evidence;


* Knowledge of the principles, methods, materials and practices of legal research;


* Knowledge of the methods and practices of pleading civil or criminal cases and of effective techniques in the presentation of cases in court;


* Knowledge of the Luzerne County Charter and Luzerne County's other Codes and Rules;

Ability to analyze and organize facts, evidence and precedents concern in complex cases and to present such materials in opinions, orders or decisions;


* Ability to analyze legal documents and instruments;
* Ability to deal tactfully and effectively with state administrative officials, local government officials, employees, court officials and the general public;
* Ability to draft legal instruments and proposed legislation.

 Background Requirements

 

* Applicant must possess a Juris Doctorate from an accredited law school and be a member in good standing of the Bar of the Supreme Court of Pennsylvania.
* Applicant must show a prowess in preparation and review of contracts, leases and other legal documents and the rendering of legal opinions.
* Applicant must show strong oral and written communication skills and have a proven track record of handling numerous court hearings and/or trials with the ability to handle a large case load with time constraints.
* Applicant must show an ability to provide sound legal representation in various aspects and areas of the law.
