MAYOR'S SUMMER YOUTH EMPLOYMENT PROGRAM (MSYEP)

 COUNSELOR (Part-Time)

* Visits assigned work sites on a scheduled basis to ensure participants are reporting to work and adjusting to the work environment.  
* Ensures that participants know and abide by both the MSYEP and worksite rules and regulations.  
* Serves as a role model so that participants will have a good example of appropriate behavior and DRESS. 
* Counsel with participants concerning work related behavioral and or other problem related matters. 
* Each counseling session must be documented.  
* Collects and reviews participants' timesheets and attendance records, certifying that the information given is consistent and that sheets are prepared correctly.  
* Evaluates the behavior and performance of each participant and report results.  
* Maintains a working relationship with each worksite and the participants worksite supervisor, keeping them informed as the program progresses and providing any updated information. 
* Ensures the worksite participants are assigned enough useful, structured work, in a sanitary environment that is well supervised.  
* Observes the program to ensure compliance with regulations pertaining to the MSYEP. 
* In addition to compliance with child labor laws.  
* Provide technical assistance to worksite personnel and to serve as liaison and conduit of information to worksite supervisors and participants transmitted by the program administrator.  
* Contact those participants absent to ascertain why they were absent.  
* Document and maintain accurate mileage reports.  
* Assessing the needs of each participant and counseling on potential careers. 
* Encourages participants to return to school, stay in school, or enroll in a college or technical school.  
* Keeps the staff informed about your participants and your work sites on a scheduled basis.  
* Evaluates worksite as part of the monitoring process. 
* Exhibits a good attitude toward your work and other staff members.  
* Reviews applications and worksite requests to match applicants with job requirements. 
* Interviews applicants to match their qualifications with worksite needs, recording and evaluating applicant experience, education, training and skills. 
* Enters and retrieves files of participant documents.  Responds to inquiries, complaints and concerns from the general public.
* Performs other duties as assigned.
* Knowledge of modern office methods, procedures, and equipment.
* Knowledge of relevant federal and state laws, local ordinances, and department policies and procedures. 
* Skill in problem solving and decision-making. 
* Skills in management and supervisor. 
* Skill in operating standard office equipment including computers and related software. 
* Skill in oral and written communications.

Knowledge and level of competency commonly associated with the completion of a high school education. Some college preferred. Sufficient experience to understand the basic principles relevant to the major duties of the position usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.

The work is typically performed while intermittently sitting, standing, stooping, walking, bending, or crouching. The employee occasionally lifts light and heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, and distinguishes between shades of color.

* Handling - picking, holding, or working with whole hand.

* Hearing 2 - receive detailed information, make discrimination in sound.
* Kneeling - bending legs at knee to come to rest at knees.
* Lifting - raising objects from lower to higher position, moving objects side to side, using upper extremities, back.
* Manual Dexterity - picking, pinching, typing, working with fingers rather than hand.
* Pulling - use upper extremities to exert force, haul or tug.
* Pushing - use upper extremities to press against objects with force, or thrust forward, downward, outward.
* Reaching - extending hands or arms in any direction.
* Repetitive Motion - substantial movements of wrists, hands, fingers.
* Speaking - expressing ideas with spoken word, convey detailed, important instructions accurately, concisely.
* Stooping - bending body downward, forward at waist, with full motion of lower extremities and back.
* Talking 1- expressing ideas by spoken word
* Talking 2 - shouting to be heard above ambient noise.
* Visual Acuity 1 - prepare, analyze data, transcribing, computer terminal, extensive reading.
* Visual Acuity 2 - color, depth perception, field of vision.
* Visual Acuity 3 - determine accuracy, neatness, observe facilities/structures.
* Visual Acuity 4 - operate motor vehicles/heavy equipment.
* Visual Acuity 5 -close acuity for inspection of small defects, machines, use measurement devices, or fabricate parts.
* Walking - on foot to accomplish tasks, long distances, or site to site.

The work is typically performed in an office, library, or computer room where the employee may be exposed to noise.
