The City and County of Denver offers a competitive salary commensurate with education and experience. The position compensation range for this position is $25.57 - $38.36 per hour. We also offer generous benefits for full-time employees which include but are not limited to:

Location

The City and County of Denver utilizes a hybrid model workplace that balances the responsibilities of public service with the benefits of a flexible work environment. Employees work in the office, at a city site and/or in the field at least three days per week and telecommute remotely at a designated workplace within the State of Colorado the remaining days.

What You'll Do

Denver's Department of Public Health and Environment (DDPHE) is dedicated to advancing Denver's environmental and public health goals. DDPHE works collaboratively with city, state and community partners to conduct education, community engagement, and enforcement to promote healthy people, healthy pets, and a sustainable environment. DDPHE oversees a number of services related to public health and the environment and is comprised of six divisions: Division of Shared Services and Business Operations; Community & Behavioral Health; Public Health Investigations; Denver Animal Protection; the Office of Medical Examiner; and Environmental Quality. Community & Behavioral Health (CBH) promotes population health and health equity by developing, implementing, and evaluating sustainable, evidence-based public health policies, interventions, and systems. The Division conducts multiple types of health-related assessments; creates, implements and evaluates the City's Community Health Improvement Plan (CHIP); and develops policies and initiatives aimed at improving the health of Denver residents while advancing equity at all levels. The CBH team has an opening for the Behavioral Health Program & Operations Specialist. This position is responsible for a variety of public health program-specific and general operations duties. The Behavioral Health Program & Operations Specialist will work closely with their counterpart, the Community and Behavioral Health Program & Operations Specialist. Differentiating them from the CBH Program & Operations Specialist, this role will work closely with the Substance Use and Prevention Manager in support of behavioral health strategic operations and programming (for example, the Wellness Winnie mobile behavioral health clinic program).

Specific job duties may include but are not limited to:

* Coordinates the planning and provides support for public health initiatives, programs, and/or projects, which may be of a confidential or politically-sensitive nature. Assists with the design, organization, establishment, and revision of work processes to ensure delivery of program services.


* Coordinates developing and communicating operational practices, issues, and procedures. Develops and maintains relationships with internal stakeholders associated with City- and Department-wide policies and procedures to ensure up to date information is followed across the Division.


* Receives, processes, reviews, and responds to documentation, forms and applications for accuracy and completeness from internal or external partners. May approve or reject information within a defined scope following department policies, procedures, and applicable laws and regulations.


* Processes financial transactions, including direct pay purchase orders and purchasing card transactions, so must be able to perform basic mathematical calculations. Also classifies expenditures by designated City activity unit codes and follows City, State and Federal fiscal rules and regulations.


* Serves as point-person/liaison between service providers and internal programs regarding purchase orders, invoicing and event scheduling.


* Identifies and recommends improvements or solutions to problems and non-compliance for further action within a range of specified, acceptable, and/or standard alternatives and technical practices.


* Provides support for studies, surveys, and projects in support of programmatic priorities and collects pertinent information for review. Researches and prepares reports and summarizes or compiles data. Verifies information and prepares recommendations to management.


* Responds to inquiries from stakeholders over the phone or email, resolves potential problems and addresses pertinent issues.


* Maintains basic knowledge of program/topic specific priorities, key partners, and evidence-based practices.


* Implements program management platform(s) and metric platform(s) to ensure collaboration, coordination, and metrics reporting. Examples may include Accela, Salesforce, MS Planner, MS Project.


* Organizes and attends off-site, community meetings.


* Actively participates on the Department's emergency preparedness and response team(s) to support meeting the Department's public health and environmental responsibilities outlined in the City's Emergency Operations Plan.

Our ideal candidate has some or all the following experience, skills, and characteristics:

* Three years of program operations and/or program support experience, including use of Microsoft products. Strong expertise in SharePoint, Outlook, and Excel is particularly desired.


* One year experience with accounting or purchasing processes, for example processing and tracking invoices, reconciling p-card purchases, or setting up purchase orders.


* Excellent customer service skills, along with initiative, empathy, flexibility, and patience.


* Positive attitude and desire to be a team player.



Required Minimum Qualifications

* Education requirement: Graduation from high school or possession of a GED, HiSET or TASC Certificate.


* Experience Requirement: Three (3) years of experience performing technical or administrative work assisting in an environmental public health program as related to the assignment.


* Education/Experience Equivalency: A combination of appropriate education and experience may be substituted for the minimum education and experience requirements.


* Additional appropriate education may be substituted for the minimum experience requirements.


* License/Certification Requirement: None.
