We are seeking a highly experienced Functional and Technical Subject Matter Expert with over 20 years of experience in state government program modernization projects. The ideal candidate will have extensive expertise in Java, J2EE platform, Spring FrameworkSpring Boot architecture, and a proven track record in designing and architecting large-scale systems. This role requires a deep understanding of state government benefits programs, particularly in areas such as Benefits Payment Disbursement, Collection, Fraud Analysis and Prevention, Case Management, Claims Management, Appeals and Resolution, and Docket Management.Key Responsibilities:Lead the design and architecture of large-scale state government modernization projects.Collaborate closely with customer business and technical teams to gather requirements and provide expert guidance.Oversee the full project lifecycle, from initial planning and development through to production support.Implement and optimize solutions using Java, J2EE, Spring Framework, Spring Boot, Microservices, Angular, Cloud Platforms, and IBM FileNet.Ensure compliance with state government regulations and standards.Provide technical leadership and mentorship to project teams.Conduct thorough analysis and provide solutions for Benefits Payment Disbursement, Collection, Fraud Analysis and Prevention, Case Management, Claims Management, Appeals and Resolution, and Docket Management.Develop and maintain strong relationships with stakeholders to ensure project success.Qualifications:Minimum of 20 years of experience in state government project implementation.Extensive experience with Java, J2EE platform, Spring Framework, Spring Boot architecture, Microservices, Angular, Cloud Platforms, and IBM FileNet.Proven experience in designing and architecting large-scale systems.Strong background in working directly with customer business and technical teams.Comprehensive understanding of the full project lifecycle, including production support.Expertise in Benefits Payment Disbursement, Collection, Fraud Analysis and Prevention, Case Management, Claims Management, Appeals and Resolution, and Docket Management.Excellent communication and interpersonal skills.Strong problem-solving and analytical abilities.Ability to work independently and as part of a team.
