POSITION PURPOSE:
Under limited supervision, performs a variety of supervisory and administrative tasks in monitoring and assisting the programs for Pre-K - 5 education. Employee directs and supervises programs and services for students in Pre-K - 5 education. Employee monitors the overall effectiveness of programs and ensures all are implemented within federal, state and local regulations. The employee will work with interested schools to implement an appropriate child care program that follows North Carolina child care requirements through effective leadership while building and growing relationships with internal and external stakeholders.
KNOWLEDGE, SKILLS, AND ABILITIES
- Considerable knowledge of local, state and federal policies and procedures regarding Pre-K education.
- Considerable knowledge of the County and School Board policies, procedures and standards regarding education.
- Considerable knowledge of the organization and communication channels of the school system.
- Considerable knowledge of the ethical guidelines applicable to the position as outlined by professional organizations and/or federal, state and local laws, rules and regulations.
- Considerable knowledge of the current literature, trends, methods and developments in the area of Pre-K education.
- Considerable knowledge of the principles of supervision, organization and administration.
- General knowledge of the North Carolina Standard Course of Study.
- Skill in counseling and developing staff.
- Ability to assess the needs of students.
- Ability to plan, develop, implement and evaluate large programs.
- Ability to develop and implement policies, procedures and standards for services offered.
- Ability to maintain complete and accurate records and statistics and to develop meaningful reports from that information.
- Ability to effectively express ideas orally and in writing.
- Ability to make oral presentations before large groups of people.
- Ability to exercise considerable tact and courtesy in frequent contact with the public.
- Ability to establish and maintain effective working relationships as necessitated by work assignments.
QUALIFICATIONS, EDUCATION, TRAINING, AND EXPERIENCE
- Master's degree in Education or a related field and 6 to 9 years of experience as a program administrator; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.
- State licensure required.
- Must possess a valid driver's license issued by the NC Department of Motor Vehicles
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Develops, maintains, and expands services to individual students who might benefit from the blended pre-kindergarten educational programs, which promote personal and academic growth for disadvantaged children.
- Provides guidance to Pre-K teachers with learning environments and curriculum implementation.
- Provides support and guidance to Pre-K staff and administrators undergoing the licensure process as required by the Department of Human Resources.
- Assumes overall responsibility for the preparation of necessary reports concerning the Pre-K Program.
- Consult with supporting program directors to discuss matters affecting program implementation, student placement and eligibility, and budget issues.
- Works with subcontractors and key community support agencies for appropriate articulation and program implementation.
- Serves as liaison between the school system and other agencies on projects related to preschool and literacy.
- Plans, schedules, and coordinates leadership and staff development opportunities for Pre-K personnel.
- Conducts an annual needs assessment as the basis for project development.
- Makes recommendations for expanding new programs based on identified student needs.
- Keeps informed of new research and trends related to Pre-Kindergarten - 5th grade by reading professional materials and attending conferences and/or seminars.
- Initiates and maintains effective liaison with other school districts and with independent schools to keep abreast of new educational developments and ideas.
- Assists in developing strategic plans for improving student achievement.
- Proposes budgetary needs for the implementation of instructional programs.
- Develop policies and procedures in compliance with state and local governing entities and effectively communicates to direct reports to ensure implementation.
- Accurately maintain records as required by state or federal laws and ABSS Board of Education policies and/or school-based requests, and adhere to state and federal law confidentiality requirements.
- Supervises assigned staff (e.g., hiring recommendations, interviewing, training, evaluations, etc.) for the purpose of maximizing the efficiency of the workforce and meeting operational requirements.
- Prepares a wide variety of documents, reports, and materials (e.g., reports, policy and procedure documents, emails, memos, correspondence, budget, specifications, plans and drawings, analysis and test results, and cost estimates) to support district operations, including reporting internally and externally to the state or local agencies, and other entities as required by district, state and/or federal regulations.
- Maintains open communication with all levels of the school system hierarchy; serves as the liaison between schools and the various departments within the Central Office.
- Maintains regular contact with other directors to exchange ideas, share information and develop plans.
- Performs other related work as required.
