The Registrar is responsible for student curriculum academic records and maintains the privacy and security of said records.   The Registrar also provides access to student grades and transcripts to appropriate parties in accordance with FERPA regulations. 

The Registrar reports to the Dean of Enrollment Management and Student Support Services and interacts with college employees in coordination with appropriate vice presidents and/or management personnel.   He/she is also available for consultation by students, faculty and staff.  He/she must also be available to answer questions and resolve issues arising from the public the college serves.

The Registrar exercises direct supervision over the assistant registrar, cashier/switchboard operator, and any other staff or student worker(s) assigned to the unit. The incumbent has the following duties and responsibilities:

 

Essential Duties

* Coordinate curriculum student records.
* Provide transfer credit evaluations.
* Facilitate the implementation of RCC's academic policies.
* Prepare reports for state, federal and external agencies.
* Coordinate degree audits and certifying students for graduation.
* Manage the Reverse Transfer program.
* Verify enrollment and/or graduation status, etc. for educational, employment, and other inquiries.
* Review student records for potential customizations and update records when applicable.
* Work with program areas to determine eligibility for non-course credits based on review of prior learning assessment portfolios.
* Assist with planning and supervision of graduation ceremonies.
* Serve on college committees as assigned.
* Use technology and informer reporting software to support retention, completion and graduation outcomes.
* Create and run Informer Reports as needed for college, state, and federal reporting.
* Interpret the mission, educational philosophy, and vision statements of Robeson Community College to the general public.
* Maintain the integrity of the College.
* Represent the College professionally and handle all business affairs confidentially.
* Coordinate RCC efforts to comply with FERPA and related regulations.
* Improve electronic access to RCC curriculum information and student records. 
* Certify student records as an official of RCC. 

 

Planning

* Participate in all aspects of institutional planning processes.
* Lead departmental planning initiatives so that planning activities and results can be incorporated into efforts to improve services.
* Research ways to improve RCC's access to and use of the college's student records data.
* Seek training opportunities for optimal performance and best practices.
* Seek ways to streamline routine processes involving student records for maximum efficiency and effectiveness and coordinating these improvements with other offices.
* Plan and recommend a budget for the office.

Organizing

* Assist with the development and revision of all official policies of RCC as requested.
* Develop and recommend procedures for the operation of the office

 

Directing

* Direct the staff and student worker(s) assigned to the office
* Direct training and professional development opportunities for office staff on program requirements, state and federal regulations, and accessing student records.

 

Controlling

* Maintain compliance with established performance standards with the NCCCS, RCC, state and federal agencies.
* Maintain compliance with fiscal management policies and procedures established for RCC departments.

Public Relations

* Maintain intra-institution relationships with members of the Board of Trustees, administrative personnel and other employees of the college.
* Provide appropriate liaison support with the NCCCS, RCC and other related entities.

Other

* Perform other duties as assigned by the President of Robeson Community College.
* Participate in college and community events which will require evening and weekend hours.

Education             

Bachelor's degree from a regionally accredited institution is required.

 

Experience

Minimum of three (3) years' work experience in at least one of the following areas in a supervisory position: Education, Curriculum Development and/or Instruction, career planning, and/or records management in an educational environment.  

 

Other Qualifications

Demonstrated computer skills, in-depth knowledge of electronic information systems, particularly as it relates to student records and curriculum databases, and working knowledge of FERPA and related regulations.  

 

The incumbent may be required to work a nonstandard work schedule as assigned.
