Purpose Of Position
The purpose of this position is to be responsible for the safe and efficient operation of Equipment Support maintenance equipment; light and heavy vehicle on assigned projects or activities of a public works nature. The position requires manual labor work, which will be completed alone or as part of crew. You will perform a variety of manual tasks and activities, i.e., Operate heavy equipment, perform work in street maintenance. Work includes on-site work, maintenance, clean and service equipment, emergency needs, vehicles, tools, and work area. Inspects vehicles for required supplies, materials, and equipment. Observe and follow safety procedures and precautions at work sites. Work will be reviewed while in progress and upon completion though observations, reports, and results obtained, delivery of services.
Work is performed in a garage, yard, buildings, and field locations including traffic; usually noise levels are loud. Position entails driving and may be subject to exposure to hazardous substances or materials, working near mechanical moving parts and perform tasks of a hazardous nature. May perform other duties as assigned. This position is designated among essential personnel under the City of Tyler Emergency Management Policy. Work is performed inside and outside in all weather conditions. Report to work during all significant weather events or random incidents.
Works under direction of Street Crew Leader and Foreman.
Essential Functions
- Drives and operates various types of equipment and vehicles such as dump trucks, rollers, graders, front-end loaders, skid-steer, back-hoe, and pick-up trucks. Performs a variety of vehicle and equipment maintenance duties, including, but not limited to, monitoring/checking vehicle lighting systems, brakes, horns, safety devices, and gauges, checking fluid levels, performing preventative maintenance, and assisting mechanics as needed. Reports equipment failures/deficiencies to supervisor as required.
- Clears and maintains City streets and rights-of-way, including, but not limited to, hauling, and spreading road materials, loading, hauling, and unloading various items such as snow, dirt, debris, brush, yard waste, discarded furniture and appliances, trees/limbs, cement, and construction materials.
- Performs a variety of labor-intensive duties, including, but not limited to, cleaning vehicles, job sites, and shop/garage, loading and unloading vehicles, patching, and repairing streets, shoveling gravel/asphalt (other material as needed), trimming and/or removing trees, digging trenches, compacting earth, install guardrails, repairs, patch potholes, and assisting Technician II's with their duties.
- Maintains a safe work area, including places and removes cones, barricades, warning devices, and/or directs traffic at work sites to ensure the safety of work crew and public; cleans up work sites upon completion of the job; picks up all tools and equipment; secures the job site if returning later.
- Remains competent and current through self-directed professional reading, attending professional development courses, and attending training and/or courses as directed.
- Performs other duties and functions as assigned, required, or directed, or which are necessary, readily apparent, or related to other duties and responsibilities.
KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge of materials, methods, and tools involved in the construction of highways, road curbs, and gutters. Safely and correctly apply road construction and maintenance techniques. Safely operate light and heavy road maintenance and construction vehicles and equipment.
- Knowledge of how to safely operate, but not limited to gas-powered jackhammers, tampers, saws, backhoes, grade all, 1- or 2-ton trucks, mini and large excavators, off-road vehicles, industrial mowers, skid steers, chain saws, or woodchippers.
- Ability to adhere to the personal protective equipment (PPE) policy and maintain individually provided PPE in a functional condition. All uniforms and PPE should be clean and equipped when scheduled to work.
- Attend shifts in accordance with company policy. This position is subject to responding to emergencies after normal working hours. Occasional overtime required. Ability to be flexible with last-minute schedule changes, location changes, and time of shift changes.
- Establish and maintain effective working relationships with City employees and officials, representatives of outside agencies, and the general public. Both verbal and written communication, including conveying and following instructions and providing information to the public. Understand and follow instructions and communicate effectively, as required.
- Knowledge and adherence to all applicable State and Federal laws; local ordinances; City and Departmental policies, procedures, rules, and regulations. Knowledge and adherence to the Texas Motor Vehicle Code and other codes, laws, and statutes relating to the given position.
- Hands-on experience with Microsoft Suite, Database management, and web applications.
- Endeavors to continuously improve the services provided to the citizens of Tyler.
- Must have a strong work ethic and able to manage time to effectively meet deadlines.
Physical characteristics: The job requires to be able to twist and kneel for up to 6 hours daily: bend, turn, climb, crouch, and crawl up to 2 hours daily; stoop for up to 3 hours daily; walk, sit, and stand up to 4 hours daily; grasp objects up to 8 hours daily, lift and carry up to 80-lbs., push or pull up to 20-lbs., grasp up to 8-hours. May be exposed to vehicular traffic and must follow all maintenance of traffic (MOT) procedures.
Environmental factors: This is an essential department, all staff will be called to SERVE with all storms, catastrophes, emergencies, or as otherwise needed. Physical ability to work under temperature extremes and for extended hours. Working within confined spaces can be necessary for some tasks. Working in the proximity of light and heavy machinery.
Works as scheduled and subject to call out to respond to emergencies after normal working hours.
Minimum Qualifications
Education and Experience:Must have one (1) year of experience care and handling of a 3-ton and/or 5-ton dump truck in a safe manner around others, as well as the mechanical experience to make minor repairs on the equipment listed above. Must have Texas Class "B" Commercial Driver's License with air brake endorsement with a clear driving record.
High School diploma or GED preferred.
An equivalent combination of education, experience, or training that has prepared the incumbent to perform the essential duties of the position may be considered.

The City of Tyler will accept two years of relevant experience in place of each year of college required in the job description. Any experience required in the Minimum qualifications is in addition to years of experience substituted for a degree.
