General Statement of Duties

This employee performs entry level professional work involving field investigations of endemic or epidemic situations of infectious or chronic diseases and other health conditions (e.g., injuries, adverse reproductive outcomes) and related environmental public health problems in order to make determinations regarding causes, spread, and prevention of diseases and other conditions. Receives technical advice on approaches to non-routine problems. Performs related duties as required.

Minimum Qualifications (KSAs)

Knowledge of:

Epidemiology, biology, microbiology, physiology, human anatomy, chemistry, biostatistics, and human relations.

Public health principles and practices, including epidemiology and control/care of communicable diseases.

Principles and methods of biostatistics and demography.

Interviewing statistics; including study design, analytical procedures, and interpretative methods.

Standard English, grammar, and usage; standard correspondence and report formats.

Computers and related software used in the performance of assigned duties.

Skill to:

Operate appropriate computer equipment; use properly all related hardware and software.

Use of computer graphic and statistical analysis programs.

Operate assigned vehicle in the course of duty.

Ability to:

Conduct investigations as appropriate

Write scientific reports of investigations and special studies.

Present training on technical subject matter.

Handle and relate with different people.

Prioritize work; manage time to meet deadlines.

Communicate clearly and concisely, both orally and in writing.

EXAMPLES OF WORK PERFORMED:

Participates in developing epidemiologic investigations.

Conducts outbreak and other epidemiologic investigations by assisting with onsite

review of facilities and procedures; interviews patients, health-care providers, and others involved; and assists in collecting data from local agencies or other health entities.

Performs analyses by using statistical techniques commonly employed in epidemiologic evaluations to interpret and analyze observed health phenomena.

Utilizes surveillance systems to collect disease or health outcome data.

Assists in analysis of tabulated epidemiological data by using standard basic statistical measures appropriate for specific data sets (e.g., measures of variability, statistical significance of association, incidence and prevalence rates, and interval estimates).

Identifies subjects from whom biological specimens are to be obtained.

Assures quality control of the data collection and data entry.

Prepares a formal written report of the study, including a description of the methods used, the findings, and the interpretation of the findings.

Responds to inquiries and referrals from various and sundry sources such as citizens, council members, Board of Health members, department officials, and the City Manager regarding environmental health issues.

Educate citizens, business proprietors, civic organizations, neighborhood groups, other health professionals and groups.

Completes various forms, reports, and other paperwork as required by local, state, and federal regulations.

Assists in the review of plans and sketches submitted by licensed establishments and those requiring Board of Health approval for new construction or modification of a current structure.

Represents the Health Department at meetings with local, state, and federal agencies to coordinate efforts dealing with public health issues.

Serves on various committees and attend conferences and meetings as each relate to environmental health and the maintenance of sanitary conditions throughout the Cincinnati area, providing information and often receiving training on public health issues and new technology, when available.

Working knowledge of current safety policies, instructions for proper usage, and other procedures and professional practices required for completing job duties.

Identifies unsafe practices and conditions and brings such matters to the attention of the crew leader or supervisor.

Conducts special studies of public health situations as assigned or requested by supervision or other Health Department officials.

Required Education and Experience

RESUME AND TRANSCRIPTS MUST BE ATTACHED OR APPLICATION WILL BE REJECTED

Each applicant must have a Bachelor's Degree from an accredited university (COPY OF TRANSCRIPTS MUST BE ATTACHED INDICATING WHEN DEGREE WAS CONFERRED/AWARED) in Public Health, Epidemiology, or a closely-related field. Additionally, each applicant must have two years of experience working in epidemiology or Public Health.

OTHER REQUIREMENTS

Must have a valid Driver's License.

May be required to furnish own car on a mileage reimbursement basis.

Must be willing to work irregular hours.

Must be willing to work alone.

MILITARY EDUCATION & EXPERIENCE EVALUATION

Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations.

Working and Physical Conditions

Environmental Conditions: May require travel; may be away from home and work site during emergencies, may be exposed to contagious and communicable diseases and toxicity; office and field environment; exposure to computer screens.

Physical Conditions: Duties require maintaining physical condition necessary for sitting, standing and walking for prolonged periods of time; light and moderate lifting and carrying; general manual dexterity required; must be able to operate assigned vehicle, as assigned.
