This role is pivotal in ensuring compliance with Federal Acquisition Regulations (FAR) and fostering meaningful partnerships with small businesses under federal contracting guidelines.

REGIONAL OFFICE LOCATION: NC AND TEXAS

JOB TITLE : SBE DEPARTMENTAL LIAISON

Essential Duties and Responsibilities:

* Goal Evaluation and Compliance Monitoring: Assess and report on the achievement of specific small business goals, including Good Faith Efforts in both pre-bid and post-bid phases. This includes supporting waiver requests when necessary.
* Progress Reporting: Monitor and report on the progress and participation of both SBE and non-SBE entities in our projects, ensuring transparency and adherence to federal requirements.
* Procurement Compliance Oversight: Oversee and ensure SBE compliance in all procurement stages, particularly during the contract closeout process, to uphold federal standards.
* Policy and Procedure Improvement: Periodically evaluate and recommend process improvements to enhance the effectiveness of our SBE Policy and Procedures, ensuring they remain aligned with industry best practices and federal regulations.
* Community Outreach and Promotion: Plan and execute outreach programs to engage and support the SBE community, fostering long-term partnerships and promoting our company's commitment to small business development.
* FAR, DOT, and FHWA Regulation Knowledge: Possess a working knowledge and ability to interpret and apply FAR (Federal Acquisition Regulations), DOT (Department of Transportation), and FHWA (Federal Highway Administration) guidelines in all aspects of small business engagement and contracting.
* SBE Coordination and Engagement: Actively coordinate and communicate to maintain and update a comprehensive database of SBEs for prime and subcontracting opportunities within the heavy civil construction industry.
* SBE Certification Review and Verification: Diligently review and verify the certification status of SBEs, focusing on the validity and relevance of their certifications.
* Data Analysis and Reporting: Utilize historical data to interpret, analyze, and report on SBE involvement trends, providing insights for strategic decision-making.

Education and/or Work Experience Requirements:

* Candidates with construction experience will be given preference.
* Strong oral and written communication skills for frequent interdepartmental interaction.
* Must be able to work independently and as part of a team.
* Must be detail oriented, organized, focused, self-motivated, possess good work ethic and be a team player.

Physical Requirements

* Ability to safely and successfully perform the essential job functions consistent with the ADA, FMLA and other federal, state and local standards, including meeting qualitative and/or quantitative productivity standards.
* Ability to maintain regular, punctual attendance consistent with the ADA, FMLA and other federal, state and local standards.
* Must be able to lift and carry up to 25 lbs.
* Must be able to talk, listen and speak clearly on telephone.
* Work is performed in an office environment with normal office noise including, but not limited to, foot traffic and printers.
* Occasional overnight travel is required.
