* The purpose of this class is to manage the daily operations of the Treasurer's Office.
Job Responsibilities
* Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
* Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
* Manages activities related to the management of cash, insurance, capital structure, short-term borrowing and investments, and the maintenance of banking relationships.
* Executes domestic exchange and wire transfer transactions, procurement, custody, and investment of cash, capital and other financial assets.
* Recommends strategy for execution and management of debt structure; ensures proper servicing of organization's debt, compliance with debt covenants, and various compliance mailings.
* Balances and manages department budget along with tracking all receipts and disbursements.
* Prepares and negotiates RFP for banking services throughout Galveston County; preserves principal, while providing liquidity and offering safe interest revenue generating gains.
* Assist county departments on revenue-based modules within the financial system.
* Supervises the county payroll system; serves as project lead for payroll software implementations and upgrade.
* Performs bank reconciliations for elected official checking accounts and processes checks for Justice of the Peace offices.
* Finalizes investment selections with brokerage firms, Pool Accounts and financial management long-term debt service obligations.
* Negotiates and coordinates county-wide credit card services and merchant banking services that provides service to departments and their daily business process needs.
* Performs related work as assigned.
Minimum Qualifications
* Requires Associate degree in accounting, finance or closely related degree.
* Requires six years of experience, of which two are in a supervisory position, in government accounting, finance operations or closely related experience.

* The work is typically performed sitting at a desk or table or while intermittently sitting, standing, bending, crouching, or stooping. The employee occasionally lifts light and heavy objects.
* The work is typically performed in an office.
* Emergency Preparedness Tier Level: 3
Special Certifications and Licenses:
* Prefers Certified Investment Officer.
