Opioid/Substance Abuse Data Analyst

This position is part of a strategic priority to leverage data analytics to improve outcome and reduce disparities for residents.  The position will support the evaluation of contracted grant deliveries for internal and external partners receiving opioid settlement funds, addressing opioid use disorders, substance abuse disorders, and co-occurring disorders.  This includes monitoring the impact of the ongoing opioid epidemic and other substance abuse issues, programs, and services.  Complex administrative, statistical, financial, and operational data analysis will be used to identify trends, discrepancies, and variances to improve the efficiency and effectiveness of various programs and provide support for management decision making.  May partner with other departments, divisions, outside agencies and vendors to resolve issues and concerns, meet program goals, and determine most effective use of funds. 

This is a full-time position that is funded with Regional Opioid Settlement funds and funding of the position is subject to the availability of funds from Department of Children and Families.  

* Conduct complex critical analyses and evaluations of projects and actual effectiveness of current and proposed opioid and substance abuse program activities.
* Assist in developing research agenda and project scopes.  Analyze data and identify trends, patterns, and insights.
* Assist with designing systems to capture data and conducts various analyses on data collected. Recommend, implements, and monitors changes in work processes to measure and ensure stated outcomes are achieved.
* Clearly communicate with medical providers, healthcare workers, community agencies, and the public to promote program services and best practices throughout the county, via media, churches, schools, business, etc.
* Document findings from primary and secondary research.  Summarizes research studies and evaluation reports on assigned topics by extracting, organizing, and analyzing relevant information and facts.
* Collecting and analyzing opioid-related datasets with statistical analysis software including but not limited to data from hospitals, medical examiners, Medicaid, and various sources. 
* Produce graphical and written analyses of findings for interim and final reports. Prepares programmatic reports, justifications, charts, graphs, and statistical and narrative data.
* Conduct appropriate analyses to answer evaluation questions or prove requested/required information, funding need, service request, etc.
* Develop reports and dashboard from concept to production.  Provide information for various reports and conducts special projects as assigned.
* Assist with the development and implementation of long-term strategic plans to build a community system of care (prevention, early intervention, treatment, and recovery support).
* Increase collaboration with Managing Entities, Health Departments, Federally Qualified Health Clinics (FQHCs), health professionals, Emergency Medical Services, criminal justice partners, prevention coalitions, treatment services and community-based organization addressing opioid and substance abuse disorders on project specific measures, data collecting, and reporting.
* Participates in local, regional, and statewide meetings and community needs assessments. Attends, training, workshops, conferences to enhance job knowledge and skills.
* Assists in identification of needs and establishment of evidence-based programs and services. Monitors and recommend adjustment in services needed to maximize effectiveness and impact.
* Advise management on relevant research related project and task including identifying area for improvement and/or concerns and solution as applicable.
* Assist with the development and analysis of procedures and guidelines.

Emergency Response 

County employees are required to report for work during a state of emergency and are subject to recall around the clock for emergency response operations which may include duties other than those specified in this job description. Minimum Qualifications

* Bachelor's degree sciences, mathematics, public health, statistics, or related field and a post graduate degree in data analytics or a related field preferred. 
* Minimum four (4) years of professional experience in data analysis, system analysis, management analysis, program planning, program research, program evaluation, engineering, or administrative work. 

Combination of education and experience will be considered.

Licenses, Certifications, or Registrations

* Must possess and maintain a valid Florida Driver's License and be insurable by current insurance carrier.
* Must be able to pass and maintain all certifications and trainings for all programs of the department to include NIMS 100, 200, and 700.

Special Requirements

* This position is subject to Hepatitis B Vaccination and other vaccines as required

Required Competencies

* Knowledge of current operations, principles, policies, practices, procedures and governing laws and regulations of the department, County, and other local, state, and federal government.
*  Knowledge of an intermediate to advance knowledge of software applications including, but not limited to Microsoft products, (Excel, Word, Microsoft Power BI, etc.), email/calendar applications , email/calendar applications , email/calendar applications , email/calendar applications , email/calendar applications and statistical software programs like SQL, SPSS, VBA, Jupyter, Notebooks, R, Tableau, SAS, and an ability to prepare comprehensive reports both verbally and in writing.
* Excellent communication and presentation skills.
* Skilled in practices and procedure of community organizations and cooperations.
*  Extracting data using special tools and software, responding to data related queries, setting up processes to make data more efficient, analyzing and interpreting trends from the data and reporting trends for effectiveness.
* Proficient in programming languages like Python, R or SQL for data manipulations, statistical analysis, and data visualization.
* Ability to interact professionally in a politically complex environment with superior interpersonal skills and a sensitivity and enthusiasm for working with diverse populations, environments, and community involvement.
* Ability to provide excellent customer service and a thorough understanding of confidentiality and HIPAA, Health Insurance Portability Accountability Act.
* Ability to interact professionally with diverse environments, populations, supervisors, other organizations, and department staff.  Establish and maintain effective and positive working relationships with applicants, other interested parties, local agencies and/or providers, and department team.
* Ability to multitask, meet numerous deadlines, and work independently for long periods with minimal supervision.

Physical Demands

* Light to moderate lifting and carrying (15lbs. To 25 lbs.), walking, sitting, standing, kneeling, pulling lifting, grasping, seeing up close, talking, reading, writing, finger movement, bending and stooping are performed frequently.  
* Tasks may involve an extended amount of time at workstation or desk. 

Environmental Conditions

* Work will be performed in a mix setting of an indoor, climate-controlled environment and work being outside for various events, meeting, libraries, community centers, and provider site.  Some outside walking, standing, kneeling, bending, stooping, increased noise levels, heat exposure, unpleasant odors, frustrated clients, pest, animals, and unpleasant sights may be experienced. Some travel is required to community centers, provider site visits, Board meetings, local and non-local events, trainings, committee meetings, and workshops. 

Pay Grade: 9
