Candidate must have a Bachelor's Degree in Business or Public Administration, English, Marketing, Planning, or a related field and six (6) years of grant writing and grant administration experience including two (2) years of supervisory or lead experience.

Licenses and Certificates: Valid Texas Class "C" Driver's License or equivalent from another state by time of appointment.

General Purpose

Under administrative direction, plan, coordinate, monitor, and supervise Citywide grant seeking, writing, and administration activities in alignment with the City's Strategic Plan.

Typical Duties

Plan, oversee, and implement Citywide grant-seeking activities. Involves: Manage grant evaluation and proposal development process to secure new grant funding opportunities. Research and identify grant funding needs and opportunities. Conduct a needs assessment to identify, coordinate, and set grant priorities. Research and develop a catalog of grant funding sources, including federal and state sources, addressing each area of City operations. Assist in determining grant eligibility. Provide technical assistance and training to departments in grant writing, preparation, and management. Develop and implement administrative procedures and controls for the grant application process. Identify grant-seeking support agencies and represent the City to those agencies.

Develop and write grant proposals. Involves: Plan and develop written grant proposals and supporting documentation identifying needs, objectives, methodologies, personnel, budget, monitoring capability, and evaluation criteria, as required by grantor agencies. Coordinate grant writing activities and work collaboratively with user departments in the formulation and submission of grant proposals. Manage grant application timelines and deliverables. Prepare and monitor grant budgets. Track grant applications. Prepare and present grant-related information materials for user departments and City Council.

Monitor approved grants and grant activities. Involves: Tracking program progress and expenditures. Ensure compliance with applicable rules and regulations of grantor agencies. Complete grant reporting as required by grantor agencies. Maintain and store grant documentation audit-ready at all times, as required by grantor agencies regulations. Facilitate interdepartmental coordination and communication on multi-departmental grant programs and projects to ensure deliverables are met promptly and according to grant requirements. Provide technical expertise in determining grant compliance requirements. Provide technical support to departments engaged in fiscal grant management and monitoring. Review the work of employees engage in writing grant proposals to ensure compliance with City policies, operating procedures, and federal and state regulations.

Research legislation or regulatory proposals that will impact the City's strategic mission, operations, and initiatives. Involves: Perform complex forecasting and cost/benefit analysis on legislative initiatives and activities. Participate in task forces associated with legislative and regulatory agendas, local, state, and federal laws, and international issues that may impact the City. Build relationships with interested related groups and the public. Serve as the subject matter expert on the City's legislative programs. Represent the organization by attending various meetings and conferences and interacting with a wide-range of officials, department directors, staff, and the public.

Brief senior management, the Mayor and City Council, and other elected officials on complex policy issues. Involves: Present recommendations on policies. Solicit input from community partners and develop strategies to engage community partners. Interpret federal, state, regional, and international statutes, ordinances, rules, and regulations.

Supervise assigned personnel. Involves: Supervise directly and through subordinate supervisors assigned staff. Schedule, assign, instruct, guide, and check work. Appraise employee performance. Provide for training and development. Enforce personnel rules and regulations and work behavior standards firmly and impartially. Counsel, motivate, and maintain harmony. Interview applicants. Recommend hiring, termination, transfers, discipline, and other employee status changes.
