PRIMARY PURPOSE:

A MTSS specialist will maintain the district's MTSS programming and services; develop related goals, objectives, and recommendation of policies; plan, implement, and collaborate with staff on program and services evaluations; act as a liaison with other district staff; serve as a resource of information regarding MTSS programs and services; and ensure that procedures are appropriate in relation to policies required by state and federal regulatory requirements. Significant devotion of time is required for analyzing data, planning activities, monitoring programs/services, responding to others and consulting with program personnel. Responsible for developing, leading, implementing, monitoring, and collaborating with other educators in the districtwide integration of MTSS. The MTSS specialist will provide knowledge, guidance, and support to building level administrators, general education teachers and district level staff for students with academic and behavioral challenges in the area of professional development, programming, and resources to increase student achievement. Response to intervention (RTI) and Positive Behavior Intervention and Supports (PBIS) are examples of tiered systems for which the MTSS specialists will establish at each campus they support.

REQUIRED QUALIFICATIONS:

Education/Certification:
  • Bachelor's degree required; masters degree preferred
  • Special education certification required
  • Content certification required
Special Knowledge/Skills:

  • Knowledge of the Comprehensive Coordinated Early Intervention Services (CCEIS)
  • Knowledge of the general education curriculum
  • Knowledge of progress monitoring for academic and behavioral interventions
  • Knowledge of Results Driven Accountability (RDA)
  • Knowledge of Chapter 37 of the Texas Education Code (TEC)
  • Knowledge of special education rules and regulations
  • Knowledge of Multiple Tiers Systems of Support (MTSS) frameworks
  • Knowledge of Social Emotional Learning programming

Required Experience:
  • Minimum of three of experience in education as a teacher, LSSP, or similar position
  • Minimum one year of experience providing technical assistance at the campus level (i.e., department chair, instructional coach, curriculum coordinator, etc.) or district level required.

MAJOR RESPONSIBILITIES AND DUTIES:

MTSS specialists are expect to:

  • Engage in collaborative work with general education personnel, including building-based and curriculum and instruction Coaches, to improve achievement and growth for all students, while carrying out their primary responsibilities of improving learning for students with disabilities;
  • Monitor school suspensions, expulsions, seclusion and restraints, and academic data for students with and without disabilities in assigned buildings and develop action plans as needed;
  • Plan and lead level MTSS specific committee meetings.
  • Communicate information to all district stakeholders;
  • Provide training, consultation, and support to administrators, teachers, and school-based leadership teams to facilitate implementation of a Multi-Tiered System of Supports (MTSS) at the district and school levels. Assistance activities include observation and feedback, modeling, interpreting data and other supportive assistance necessary to implement a Multi-Tiered System of Supports.
  • Adhere to the established progress monitoring process, inclusive of timelines and data collection procedure
  • Assist in monitoring the fidelity of implementation of MTSS at the school level including both academic and behavior support systems
  • Communicate to stakeholders during all stages of the MTSS process including the creation of timeline, goals, outcomes, topics, and format of all tiered meetings
  • Develop curriculum based measures in conjunction with department heads to measure student growth in subject specific areas
  • Facilitate tiered meeting and ensure proper outcomes for student success plan
  • Oversee the development of MTSS models and processes at each school site, based upon parameters established by the district
  • Maintain effective and timely written and oral communication with parents, staff and other school personnel
  • Model skillful use of data to inform decision making
  • Participate in Child Study Team meetings to review referrals, student progress, and make recommendations
  • Plan and implement teacher in-service and professional development at each school site
  • Manage communication before tiered meetings and enter data in management system
  • Work with school and district on implementation of the Results Driven Accountability (RDA) requirements
  • Collaborate with staff members within the Office of Curriculum and Instruction and the Office of School Leadership to design and implement programming for students with and without disabilities as directed by the Senior Director for Special Services
  • Work directly with teachers to support the successful integration of the MTSS process
  • Perform other related work, as required
